Description
RECOVERY - VFD and AHU Control Upgrades, Kastenmeier Federal Courthouse, 120 N. Henry Street, Madison, WI An amendment has been issued to this solicitation extending the date and time for receipt of offers to 12:00 PM, (Chicago Time) Thursday, March 25, 2010. Offers may be submitted electronically via email to brian.weiss@gsa.gov or via fax to 312-353-0240. Please refer to the amendment for additional details regarding receipt of hard copies to follow the electronic submittal. This procurement is funded by the American Recovery and Reinvestment Act of 2009. Scope of work consists of all work to complete Energy Savings Measures associated with the HVAC systems of the Kastenmeier US Courthouse in Madison, WI. The contractor shall provide all management, supervision, labor, materials, supplies and equipment necessary to complete the measures. The contractor shall replace the existing economizer controls on AHU-1 and AHU-2 with enthalpy type economizer controls including replacing existing temperature sensors with enthalpy sensors. Additionally, the contractor shall install CO2 sensors in the courtrooms in order to allow for reduced minimum air flow on existing VAVs. The CO2 sensors will override temperature controls if CO2 levels exceed setpoints. The contractor will be responsible for all BAS programming and sequencing associated with the measures. The procurement will be solicited as a base-bid and option. The specific scope to be included in the base and option has not been determined, but will be specified at the time the full specification is issued. This procurement is set-aside for Small Business Concerns. Small business concerns which are HUBZone, veteran-owned, service-disabled veteran-owned, disadvantaged and women-owned businesses are encouraged to submit proposals. The North American Industrial Classification System (NAICS) Code is 238220 with a size standard of $14 million. The estimated magnitude of the project is between $25,000 and $100,000. Award will be made to the responsive, responsible offeror offering the lowest Total Evaluated Price (TEP). The TEP shall consist of the base and option lot prices combined. The solicitation will be posted on or about Wednesday, March 3, 2010. Proposals will be due to the office of the Contracting Officer approximately 14 days following the solicitation proposal. Site visits may be arranged through the Property Manager. This information will be included in the full solicitation posting. Solicitation documents will be posted to the web via FedBizOpps (www.fbo.gov). FedBizOpps provides secure access to acquisition-related information, synopsis, pre-solicitation notices and amendments. FedBizOpps is fully integrated with other electronic government initiatives including the Central Contractor Registration (www.CCR.gov) database, and is available for use by all Federal agencies. Registration in both CCR and the FedBizOpps website is required in order to download solicitation documents and is used to validate vendor identity. Lack of registration in these systems will make an offeror ineligible to download the solicitation and ineligible for the award.
