- This contract action was accomplished using other than competitive procedures because there is only one responsible source as this contract is for utilities, and no other supplies or services will satisfy agency requirements. (FAR 6.302-1). See posted J&A for further information. Provide water and sewer service to facilities being constructed on U.S. Army Corps of Engineers property at Demopolis Lower Pool Park. The City of Demololis wi providing labor to install the sewer and water system to serve the two water borne bathrooms, gatehouse and two park attendant camp sites. The City will also maintain the entire sewer system and the water line up to the meter.
