Description
The United States Air Force (USAF) is seeking interested sources regarding a requirement to provide follow-on non-contractor logistics support for the LTPS Advanced Targeting Pods (ATP) currently integrated on the following platforms: F-15E, F-16 (all Blocks), B-52, and A-10. In the future, the LTPS may continue to be integrated onto additional airframes. The USAF proposes to establish an LTPS Post Production Support (PPS) contract as early as 1 March 2011 to provide ATP users with support in the areas of: hardware and software upgrades to fielded systems, potential upgrade of fielded LTPSs to future Advanced Targeting Pod-Sensor Enhancement (ATP-SE) configurations, source documentation and technical data maintenance, flight test support, studies, demonstrations, and pod/host platform integration support. The LTPS PPS program's key acquisition objectives are to: 1) maintain or improve the current level of support to the LTPS ATP host platforms and operating locations!, 2) maintain compliance with DoD policy requirements-to include Unique Item Identification (UID) and Operational, Safety, Suitability, & Effectiveness (OSS&E) tracking, and 3) manage obsolescence and Diminishing Manufacturing Sources (DMS) issues. The Government contemplates that PPS requirements will be addressed via a five-year Indefinite-Delivery/Indefinite-Quantity (ID/IQ) contract with possible extension, as a follow-on to current LTPS ID/IQ contracts with Northrop Grumman System Corporation (i.e., the Original Equipment Manufacturer and prime contractor). The sponsoring activity is the 647th Aeronautical Systems Squadron, Wright-Patterson Air Force Base, Ohio. THIS IS NOT A REQUEST FOR PROPOSAL SUBMISSION. This is a market research tool to determine the availability and adequacy of potential sources. Sources responding to this announcement should indicate their size, particularly if they are a small business, a socially and economically disadvantaged business,! a woman-owned business, a HUB zone small business, or a minority institution. This effort is open to US bidders only. The North American Industry Classification (NAIC) code is 336413. Interested sources shall register as a source on the PIXS website (https://www.pixs.wpafb.af.mil). Interested sources must also respond with a complete capability/qualification package describing their technical expertise and experience, personnel and facilities. The package is limited to 10 pages, with standard font sizes and margins. Information can include means in which the USAF can foster competition among venders for this effort. The response should also identify technical risks, issues and any partnering arrangements that may be considered.
