Description
Information Sheet and CLIN Structure This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotation (RFQ) and the reference number is HTC711-10-Q-D014. The solicitation document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38, dated 10 December 2009. The North American Industry Classification System code is 517919 with a business size standard of $25 million. USTRANSCOM and Surface Deployment and Distribution Command require the capability to globally track vessels. The contractor shall provide an automated, worldwide, hourly vessel tracking service to allow for in-transit visibility to the warfighter. Previous tracking capability was based on individual vessel ‘pings' to buoys within various locations worldwide. Satellite coverage is needed to provide global data, not just within the range of buoys. The data that will be provided by this web-based satellite subscription provides web-enabled location and mapping services. The Government requires that no additional equipment be installed onto the vessels in order to support the coverage. The satellite data will need to provide coverage for approximately 10,000 unique vessels within any 24-hour period. Request for Quote (RFQ): Quotes will be evaluated using the lowest price technically acceptable (LPTA) evaluation method. Please complete the attached RFQ Information Sheet. Along with your quote, please provide salient characteristics of the support being provided. The following FAR and DFARS provisions and clauses apply to this acquisition: FAR 52.204-7(b)(1), by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement resulting from this solicitation; FAR 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-2, Evaluation of Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; DFARS 252-204-7004, Alternate A Central Contractor Registration; 252-212-7001, Contract Terms and Conditions Required to Implement Statutes of Executive Orders Applicable to Defense Acquisitions or Commercial Items (DEVIATION). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall have posted their FAR 52.212-3, Offerors Representations and Certifications Commercial Items at website http://orca.bpn.gov. Copies of the above referenced clauses are available from http://farsite.hill.af.mil/vffara.htm. All quotes must be received not later than 4:00 PM (CDT), 25 March 2010, and shall be e-mailed to Jen Detmer at United States Transportation Command, Directorate of Acquisition at jennifer.detmer@ustranscom.mil.
