- DESCRIPTION: Contractor will be required to provide all labor, supervision, tools, equipment, and incidentals necessary to perform Paving and Drainage Improvements to Big Bend Campground Loop B, Potomac Ranger District, Monongahela National Forest, Grant County, West Virginia. Work will consist of subgrade preparation, shoulders and ditches, placing base aggregate, installing drainage culverts, installing utility casings, placing asphalt surfacing, and shoulder stone. RANGE OF THE GOVERNMENT ESTIMATE: Between $100,000 and $250,000. DIRECTIONS TO THE SITE: Take WV Route 55 north from Seneca Rocks for 15 miles, turn south on WV 28/11 near Cabins. Travel approximately 12 miles on WV 28/11 to WV 2. Turn left (north) on WV 2 and travel approximately 4 miles to Big Bend Campground. Road is Loop B of Big Bend Campground. SITE VISIT INFORMATION: Will be held on April 13, 2010 at 9:00 a.m.at the Potomac Ranger District Office, Petersburg, WV. If further directions are necessary, the phone number for the District Office is (304)-257-4488 PERIOD OF PERFORMANCE: Contract time will be 45 calendar days from the effective date of the Notice to Proceed. CONTRACTOR QUALIFICATIONS: Contractor must be registered in the Central Contractor Registry; registration may be completed on the Internet at http://www.ccr.gov/. Vendors must also be registered in ORCA (Online Representations and Certifications) prior to contract award, and may accomplish this on the Internet at http://www.bpn.gov. You must be registered in CCR and have an MPIN number before you can begin ORCA registration. SET-ASIDE: This project is subject to full and open competition in accordance with the Small Business Competitiveness Demonstration Program. The NAICS code for this project is 237310; the small business size standard is $33.5 million. BONDING INFORMATION: Offerors are required to submit a 20% bid bond with their proposals (facsimile bonds and proposals will not be accepted). Successful contractor must furnish 100% payment and performance protection within 15 calendar days of receipt of notice of award. SOLICITATION DOCUMENTS: Solicitation AG-3434-S-10-0005 and related documents will be issued via FedBizOpps and will be available for downloading on or around at the website address: http://www.fbo.gov/. All potential contractors and subcontractors should register on the FedBizOpps website as an Interested Vendor. The online Interested Vendors list will be the only such list maintained for this procurement. All responsible sources may submit a response which will be considered by the agency.
