Description
Award of any contract resulting from this solicitation is subject to availability of funds which may be appropriated by the American Recovery and Reinvestment Act. All costs associated with proposal preparation in response to this solicitation are the responsibility of the offeror. Should no award result from this solicitation, the Government shall have no obligation to pay any costs to the offeror. The United States General Services Administration (GSA) has a requirement for the selection of a quality contractor for the Construction of the Repair and Sealing of Existing Windows and Frames and Repair of Existing Interior Storm Windows project at the William J. Nealon Federal Building and U.S. Courthouse in Scranton, PA. This project is to be awarded as a firm fixed price contract. The work includes but is not limited to the following: repair and sealing of eighty (80) to one hundred (100) existing windows and frames, in addition to the repair of existing interior storm windows at the Nealon Federal Building and Courthouse in Scranton, PA. The period of performance for this project is approximately 365 days. The estimated cost of the project is between $1,000,000.00 and $5,000,000.00. Award will be a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). Source Selection Procedures as identified in FAR PART 15.3 will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, award may be made without discussions and will be made using best-value, source-selection procedures incorporating tradeoffs between price-related and non-price related factors. Upon receipt and evaluation of all technical and price proposals, a formal selection of a firm will be made that offers the best value to the Government based on a combination of technical evaluation and price factors. Failure of offerors to submit a technical offer will preclude further participation on this acquisition. The technical evaluation factors for the evaluation process are, in descending order of importance: 1. Past Performance, 2. Key Personnel, and 3. SDB - Small Disadvantaged Business. The NAICS code applicable to this project is 236220. This procurement is being solicited as Unrestricted in accordance with the Small Business Competitiveness Demonstration Program. This announcement also constitutes the synopsis of the pre-proposal notice. A Pre-Proposal conference will be held at the William J. Nealon Federal Building and U.S. Courthouse, Scranton, PA at a date to be determined. Prior notification of attendance to this conference is mandatory due to building security.
