Description
Attached Statement of Work for WRP Provisioning TITLE: The Air Force requires Enhanced Wing Assembly (EWA) provisioning data to establish the EWA within supply databases and the information will be used to generate requirements for spares procurement. Therefore, this acquisition will be a contract to ensure the supportability of the EWA. DESCRIPTION: THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. THIS NOTICE IS FOR PLANNING PURPOSES ONLY AND DOES NOT COMMIT THE U.S. GOVERNMENT. SCOPE: This effort is to provide provisioning data for the EWA to the Air Force Supply chain so that follow-on spares may be stock listed, cataloged and ordered. GENERAL REQUIREMENTS: The Air Force is considering a services contract for the procurement of provisioning data for approximately 16,500 parts. It is anticipated that this will be a Firm-Fixed Price (FFP) arrangement and the period of performance for this will be FY11 - FY16. FAR Clause 52-217-8 "Option to Extend Services" is anticipated to be included in this proposed effort. SERVICES: * Provisioning data for the EWA for approximately 16,500 parts. Provisioning data will establish the EWA within supply databases and the information will be used to generate requirements for spares procurement. * Provisioning data updates for Government supply databases until October 2016. The effort to procure provisioning data and updates to the data has an estimated Period of Performance of October 2010 to October 2016. * Contractor shall establish, implement, and maintain a Provisioning Program in accordance with the Statement of Work (SOW), the Data Item Description (DID) per DD Form 1664, Contract Data Requirements Lists (CDRL) per DD Form 1423-1 and the Initial Provisioning Performance Specification (IPPS). * Contractor shall establish necessary procedures to assure that provisioning data is collected, tracked, and integrated into the provisioning data files per the provisioning technical documentation (PTD). * The prime provisioning activity (PPA) shall be required to deliver the agendas and minutes for all provisioning related conferences. * Contractor shall make facilities available at the Contractor's site for the Provisioning Guidance Conference (PGC), which should be convened NLT 45 days after contract award. The Contractor and subcontractor personnel that will prepare the provisioning documentation shall be required to attend. The attendee's of the PGC shall thoroughly review the requirements of the SOW and be ready to present any questions and recommendations relative to the provisioning requirements. * When a provisioning conference is required, the contractor shall provide facilities for the conference. * The PTD submittal shall include: Component Identification Data (CID), Data Product Deliverables, and Engineering Data for Provisioning (EDFP). The contractor shall provide PTD in accordance with the SOW, the Attribute Selection Sheet, Logistics Product Data (LPD) Worksheet, the associated DIDs and CDRL's. * PTD will be submitted in a format compatible with the AFMC Automated Provisioning System (D220) as required by the IPPS including attachments. Schedule for submitting the PTD shall be in accordance with the CDRL'S and the Provisioning Performance Schedule (PPS) (AFMC Form 718) which will be completed at the Provisioning Guidance Conference. * The EDFP will be obtained from the 3D model and is defined as the technical data that provides definitive identification of dimensional, material, mechanical, electrical, or other characteristics adequate for provisioning of the support items of the end article(s) on contract. EDFP consists of but is not limited to data such as specification, standards, drawings, photographs, sketches and descriptions, and the necessary assembly and general arrangement drawings, schematics, drawings, schematic diagrams, wiring and cable diagrams, etc., or what is sometimes referred to as form, fit, and function. This data is necessary for the assignment of Source, Maintenance, and Recoverability (SMR) codes, for assignment of Item Management Codes, prevention of proliferation of identical items in the Government inventory, maintenance decisions, and item identification necessary in the assignment of a National Stock Number (NSN). EDFP format and content must be prepared in accordance with the latest industry standards (GEIA-STD-0007, Sept 2007, Logistics Product Data and the GEIA-HB-0007, August 2007, Handbook for GEIA-STD-0007, Logistics Product Data (LPD), formally known as Logistics Management Information (LMI), and must be reproducible, as outlined below. Approved EDFP shall contain all appropriate annotations, i.e., proper Distribution statements, Military Critical Technology markings, etc. * EDFP shall provide for the following: a) Technical identification of items for maintenance support considerations b) Preparation of item identification for the purpose of assigning NSN's c) Standardization d) Review for potential interchangeability and substitutability e) Source, Maintenance, and Recoverability coding * EDFP shall not be provided when the item is: a) Identified in the Federal Logistics Information System with a fully described NSN b) Item is listed as a reference item (subsequent appearance of an item) on a parts list * When the Prime Contractor buys end articles or a portion thereof from a vendor/subcontractor, the prime contractor shall impose this specification upon its vendors/subcontractor. The inclusion of the requirement for such data on contractor's subcontracts/purchase orders to its vendor/subcontractor does not relieve the prime contractor of its obligation to ensure timely delivery of the required Provisioning Data Products, EDFP, and other provisioning deliverables. end
