- FAR 52.212-5 - Contract Terms and Conditions Required to Implement Statues or Executive Orders -- Commercial Items FAR 212-4 - Contract Terms and Conditions - Commerical Items FAR 52.212-3 Certs and Reps FAR 52.212-1 - Instructions to Offerors Idaho Panhandle National Forest, New Agriculture Tractor AG-0281-S-10-0025 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation is issued as AG-0281-S-10-0025 Request for Quote (RFQ). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-39. The clauses and provisions referenced in this solicitation can be found in full text form at http://www.arnet.gov.far. This is a total small business set-aside and the small business size standard is 500 employees. The North American Industry Classification Code is 423820 Farm and Garden Machinery and Equipment Merchant Wholesalers. One contract will be awarded and will be firm-fixed-price. A quotation is requested for one (1) each 85 hp agricultural tractor and shall be similar or equal to John Deere Model 5085M -85 Horsepower diesel engine -Minimum 70 PTO horsepower - Independent 540 PTO with safety shield -Fully enclosed sound insulated cab with climate control system including heat, window defrost and air conditioning, telescoping adjustable steering wheel, left and right –side doors, exterior work lights front and back, side and rear view mirrors, fully adjustable operator’s seat, front and rear wiper and washer, side and rear opening windows, FM radio with speakers, power outlet, cup holder. -Standard Transmission (minimum 8 forward/ 8 reverse gears) equipped with synchronized shuttle-shift. -Manual Four-wheel drive ( MFWD) - Hydraulic flow of 17 gallons per minute minimum to power implements -Three point hitch Telescoping lower arms o Category II o Draft sensing o Adjustable side-sway o Rear remote mounted to fender to raise and lower 3-point from outside the tractor. -Three standard remote valves on the rear of the tractor with control levers for each valve. - Front Loader o Equipped with a heavy duty 72” bucket with reversible cutting edge o Minimum lift capacity 2900 lbs o Equipped with third function valve for control of optional attachments o Loader equipped with hydraulic quick coupler o Loader must be easy to attach and remove from the tractor. o Single joystick to control loader functions - Tires oTractor should be equipped with 6 PR Agricultural barred tires (R1) oTire width should be 13.6 minimum and 14.9 maximum. oTire size should provide 20” ground clearance under front and rear axle. oTire measurement from center of tire to center of tire on each axle should be adjustable to 64”. Tractor should have tires set to this measurement prior to delivery at the Nursery. -Tractor should be equipped with a front hood guard -Tractor should be equipped with all standard safety guards and decals -One Owners’ Manual and one set of Service Manuals should be included for the tractor and each implement provided. - - Additional Equipment to fit above tractor - 8 ft snowplow with trip release and hydraulic angle that is controlled by the third function valve. Snow plow must be equipped with a mounting bracket to allow quick attachment to the arms of the loader. - Root grapple equipped with a mounting bracket to allow quick attachment to the arms of the loader. - Operations are controlled by third function valve. - Equipped with 2 hydraulic cylinders - 12” tine spacing - Clamp Force 2700 PSI minimum - Grapple opening 50” - Width 62-66 Manufacturer’s standard warranty on materials and workmanship shall be included. Quoter to provide manufacturer, make and model of tractor you are quoting in order to enable accurate comparison. Please include descriptive literature and brochures. Quoter is also to state time for delivery. Offered as a trade-in, AS-IS, is one each government owned 1989 John Deere Model 2555 MFWD agricultural tractor with 7428 hours. Tractor is equipped with sound guard cab with climate controls, radio, 8F4R transmission plus creeper gear, 2 rear remote valves, one remote at the front of the tractor. Serial Number – CD 4239 T 828650. Item shall be delivered and off-loaded to: 3600 Nursery Road, Coeur d’Alene, ID 83815. Delivery shall be made on regular workdays (Monday through Friday) during regular business hours (7:30 a.m. to 3:00 p.m.), excluding official Federal Government holidays. Contractor shall notify the Coeur d’Alene Nursery (208) 765-7375 a minimum of 24 hours prior to delivery. The contract will be offered to the best value quote made to the Government, considering past performance, warranty and delivery time which will be equal to price. The provision at FAR 52.212-1 - Instructions to Offerors-Commercial Items applies to this acquisition. Offerors are required to complete and include a copy of the following provision FAR 52.212-3, Offer Representation and Certifications-Commercial Items with their quotation. The FAR Clauses 52.212-4, (which includes addendum – delete clause (f), Contract Terms and Conditions Commercial Items, and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Order Commercial Items apply to this acquisition. Quoter must be registered in www.ccr.gov in order to be considered for award.
