- RECOVERY TAS: 14-1035 - Deferred Maintenance (DM), Trails, and Youth ProjectsThis project will be funded by the American Recovery and Reinvestment Act of 2009 (ARRA) and subject to reporting requirement of the Act. The National Park Service has a requirement for the construction of an ADA Accessible Nature Trail at Naval Live Oaks Area located along the northern Gulf Coast in nearby Pensacola, Florida. Work will consist of all labor, materials, equipment to build a boardwalk (1500 linear feet by 6 feet wide) with associated trail clearing (.26 acres) and minor backfil. NO DIGGING OR GROUND DISTURBANCE WILL BE ALLOWED. This procurement is restricted to qualified 8(a) firms serviced by U.S. Small Business Administration Jacksonville District Office. The North American Industry Classification System) NAICS code is 237990; size standard $33.5 million. The estimated price is between $25,000 and $100,000. The award will be a single, firm-fixed price contract. The solicitation will be release on or about April 7, 2010 and made available to the public free of charge by electronic posting. Bid documents may be obtain online via internet address at https://www.fbo.gov or http://ideasec.nbc.gov. Paper copies of the solicitation will not be issued. Plan holders will be required to visit the website periodically to check for amendments and other changes to the contract document. No other notifications will be sent. This proposed acquisition will be conducted in accordance with FAR PART 13 - Simplified Acquisition Procedures and PART 36 - Construction and Architect-Engineer Contracts. The project is subject to Davis Bacon and Related Acts and submission of certified payrolls and basic records shall be required. To be eligible for an award and receive payment against an award the contractors must be registered on the Central Contractor Registration (CCR) website as an active vendor. The CCR website address is: http://www.ccr.gov. Prospective contractor shall complete electronic Online Representations and Certifications Applications (ORCA) at the following website address: http://www.orca.bpn.gov. All offeror must submit their quote on line at http://ideasec.nbc.gov. In order to submit your quote on line at the IDEAS EC website you must a have a DUNS number and MPIN. The Data Universal Numbering System (DUNS) number and Marketing Partner ID (MPIN) can be obtained from your CCR point of contact. All questions or comments regarding this solicitation must be submitted in writing no later than seven (7) calendar days prior to bid opening to ensure a proper and timely response.
