Description
NASA/ARC has a requirement for a one-year Service Maintenance Agreement for one FEIXL30 environmental scanning electron microscope (ESEM) system.The XL30 ESEM is anadvanced imaging system requiring periodic routine maintenance and upgrades that areessential to maintain optimal function of the equipment. NASA/ARC intends to purchase this service from FEI Company of Hillsboro, OR 97124 underthe authority of FAR 13.106-1(b), One source reasonably available. FEI is the OEMprovider and has uniquely qualified personnel to maintain and service this instrument.The maintenance service agreement shall include the following: 1. Specifically trained personnel who are qualified technicians for the XL30 ESEM imagingsystem.2. Labor, travel and replacement parts, including system software and/or softwareupgrades as required.3. Two scheduled maintenances per contract period, includes ordinary repairs andadjustments arising from normal usage, including a compliance review of the equipment,cleaning and alignment as necessary.4. Emergency repair service as required 5. Telephone supportThe Government intends to acquire a commercial item using FAR Part 12 and the procurementwill be conducted under Simplified Acquisition Procedures set forth under FAR Part 13.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 1:00 p.m. Pacifictime on April 5, 2010.Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
