- Solicitation Document SF-1449 Attachment 2, Native Seeding Plan Attachment 1, Statement of Work This procurement is funded with American Recovery and Reinvestment Act funds. Reporting is required. Award of a purchase order is subject to the availability of funds. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This announcement constitutes the only solicitation. Quotes are being requested. The solicitation number is AG-5F48-S-10-0004 and is issued as a Request for Quotation (RFQ). This solicitation includes provisions and clauses in effect through the Federal Acquisition Circular 2005-38. These include, but are not limited to: (1) FAR Part 52.212-1, Instructions to Offerors-Commercial; (2) FAR Part 52.212-2, Evaluation-Commercial Items; (3) FAR Part 52.212-3 Offeror Representations and Certifications—Commercial Items (4) FAR Part 52.212-4, Contract Term and Conditions-Commercial Items and (5) FAR Part 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items. THIS PROCUREMENT IS A SMALL BUSINESS SET-ASIDE. The Small Business size standard is based on the North American Industry Classification System (NAICS) code 115112, Soil Preparation, Planting, and Cultivating, which is $7.0 million average annual income. The United States Department of Agriculture Natural Resources Conservation Service, Wisconsin is seeking a Contractor to furnish all labor, equipment, materials and incidentals required for native seeding and herbaceous weed control of approximately 75 acres. All work shall be done in accordance with the Statement of Work and the Native Seeding Plan. Work involves site preparation and native seeding on 75 acres of exiting cropland and performing post seeding maintenance ( mowing) for the purpose of restoring and enhancing habitat on three (3) separate Emergency Watershed Protection Program Floodplain Easements in Rock County, Wisconsin. Native seeding shall be completed by May 28, 2010. Post planting/seeding maintenance is scheduled periodically through September 2011. Interested parties are invited to attend a site showing on Monday, March 22. The site showing will begin at 10AM at the Avon Town Hall, 16513 W Beloit Newark Rd, Brodhead, WI 53520. After a brief meeting concerning the request for quote process and contract requirements, the group will leave for a tour of the work site. In order to receive complete consideration for award of a contract, prospective contractors are requested to submit bids consisting of the following: 1. signed SF-1449, completion of blocks 17a (include DUNS #), 17b, 30a-30c 2 page 2, Continuation of Blocks 19-24 from SF-1449, provide pricing for all items 3. responses to evaluation factors #1 and #2 4. be registered in Central Contractor Registration, CCR, www. ccr.gov 5. have Annual Representations and Certifications in ORCA, http://orca.bpn.gov Quotes can be e-mailed to tami.lanier@wi.usda.gov. Technical and past performance, when combined, are significantly more important than cost or price. The Government intends to make award(s) without discussions. All questions or requests for clarifications shall be submitted to Tami Lanier at tami.lanier@wi.usda.gov. Please direct all questions via email only, no later than 2:00 pm 2/23/10. Questions received after this date and time may not be addressed. Answers to all questions submitted will be provided altogether as an amendment to this solicitation as soon as possible after the time and date listed above.
