- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Carleton Life Support Systems, for the procurement of two (2) each O2N2 Concentrator Test Sets, P/N 3300204-6102. These test sets are used to validate various performance and functional parameters of the O2N2 Concentrators on the CV-22 Aircraft. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own current data drawings or other specifications to permit full and open competition. Carlton Life Support Systems is both the OEM of both the O2N2 Concentrator Test Set and the O2N2 Concentrator. Carlton Life Support Systems owns proprietary rights to technical data and engineering drawings, and is the only entity with the experience necessary to produce the O2N2 Concentrator Test Set. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
