Description
RECOVERY - This notice is for informational purposes only. This opportunity is available only to PRICEWATERHOUSECOOPERS (PWC) as a logical follow-on task order in accordance with FAR 8.405-6 (b) (2). The new work is a logical follow-on to N10PD40062, which was competed and awarded in accordance with the applicable Federal Supply Schedule ordering procedures. PWC will support the Interior Recovery Office in complying with Recovery Act recipient reporting requirements to include OMB memorandum M-10-08 and support bureaus in monitoring the progress of their own programs, completing and submitting required reports with an appropriate level of data quality, and complying with recipient reporting. Task 1: Recipient Reporting SupportN10PD40062 included limited contractor support for recipient reporting. However, DOI's responsibilities for preparing for recipient reporting and reviewing the quality of data submitted by recipients were expanded as a result of OMB memorandum M-10-08 (dated December 18, 2009) entitled "Updated Guidance on the American Recovery and Reinvestment Act - Data Quality, Non-Reporting Recipients, and Reporting of Job Estimates." The Interior Recovery Office now requires support in gathering the data from the bureaus, maintaining a master log of recipients and providing the information in an automated fashion to recipients. The Interior Recovery Office also requires support in reviewing the reports, commenting on reports with errors or inaccuracies, maintaining a log of non-reporters, and maintaining a log of all recipient reports with errors and inaccuracies. PWC assisted DOI in implementing an initial solution to comply with OMB memorandum M-10-08 to provide key award information to recipients. PWC understands the Interior environment and issues and risks for Interior in overseeing recipient reporting. PWC has a strong understanding of each bureau's issues in preparing for and participating in recipient reporting. Due to the knowledge and experience gained from supporting N10PD40062, PWC is uniquely capable of providing the expanded recipient reporting support needed by the Interior Recovery Office. Task 2: Support Bureau Oversight of Recovery ActN10PD40062 included contractor support for the bureaus in preparing and submitting program performance data on a monthly basis. It was assumed that limited direct support of the bureaus would be needed at the conclusion of this task. In December of 2009, Secretary Salazar issued a memorandum to all Bureaus requesting that all projects be mobilized by June 2010, requiring bureaus to accelerate project awards. To meet this acceleration target, bureaus will have to aggressively monitor project performance to ensure award dates and mobilization dates are achieved. Acceleration of award also introduces additional potential risk for project completion. Bureaus will need to monitor project completion to ensure there is no waste, fraud or abuse of government fiscal resources. The purpose of Task 2 is to remedy the bureau-level monitoring issues. PWC has an in-depth understanding of the data quality issues in bureau performance reports and the level of monitoring that is being conducted by the bureaus and any resource constraints. PWC personnel supported bureaus in documenting their acceleration strategy and have a good understanding of the risks associated with the strategies. PWC personnel have developed a good working relationship with their bureau counterparts. With the June 2010 acceleration deadline quickly approaching, there is no time for a learning curve or for another contractor to become acclimated in the bureaus environments.
