- *RECOVERY* The USDA - Forest Service intends to award a Firm Fixed price Contract for the following project: Contractor shall renovate portions of the office and site of the Potosi District of the Mark Twain National Forest. The office is located at Hwy 8 West, Potosi, MO 63664. A detailed description of requirements is included in the attached statement of work. (1) This is a combined synopsis/solicitation. This announcement is the only solicitation; proposals are being requested and a written solicitation will not be issued. (2) This solicitation is issued as a request for proposal (RFP). (3) Applicable clauses and provisions are attached. (4) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (June 2009), with its quote or complete the Representations and Certifications on line at http://orca.bpn.gov. (5) This solicitation is issued under the American Recovery and Reinvestment Act and all requirements of the Act apply including the requirement to register and report at www.federalreporting.gov. The appropriate clauses are included under subparagraph (b) above. (6) This solicitation is being issued as a Total Small Business Set-Aside. The NAICS code for this requirement is 236220, and the small business size standard is $33.5M. To be eligible for award, registration in the Centralized Contractor Registration Database is mandatory. (7) Period of Performance shall be 60 days from the Notice to Proceed (NTP). (8) This solicitation is being issued under Davis Bacon Wage Rates. The applicable rates are attached. (9) The Government will award a contract resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation factors are attached. (10) A pre-bid site visit is scheduled for March 23, 2010 at 10:00 CST at 10019 State Highway 8, Potosi, MO 63664. (11) Vendors are required to submit a bid bond of 20%. Payment/Performance bond will be required within 30 days of award. (12) Questions regarding this solicitation must be received no later than 1600 CST 30 March 2010. Answers will be provided no later than 1600 CST 2 April 2010. (13) Proposals should be submitted using the Schedule of Items (SOI) form attached, and must be valid for thirty (30) days after due date. Any amendment(s) issued to this RFP will be published on this website. Therefore, it is the Offeror’s responsibility to visit this website frequently for updates on this procurement. The resulting contract will be a firm fixed price contract. (14) Proposals are due on or before 1600 CST April 23, 2010. Late proposals will not be considered. Proposals received after date set for receipt of quotes will be rejected.
