Description
The National Institute of Standards and Technology (NIST) in Gaithersburg, Maryland intends to negotiate and award a purchase order using simplified acquisition procedures on a sole source basis under the authority of FAR 13.106(b)(1), with Coherent, Inc. in Santa Clara, CA for One (1) MIRA 900D, Tri:S laser system, P/N 1043518. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500. The system required shall be an upgrade to an existing laser system originally purchased from Coherent Laser Group. This laser light source shall be used in the development of a video rate for a, Coherent Raman Scattering Optical Microscope. To increase the stability and useable spectral coverage of a Coherent Raman Scattering Optical Microscope, NIST requires a matched laser source that is a direct upgrade for the existing laser system. Coherent Laser Group's Mira 900D, Ti:S laser system with cavity length control will be locked (same rep rate and phase) to NIST's existing Mira 900P's internal crystal oscillator frequency. To achieve the necessary, high fidelity lock across a broad bandwidth pulse (100 nm) and to take full advantage of the pre-existing wavelength optimization servos, matched Ti:S oscillators are required. Coherent Laser Group has developed the technology and has proprietary rights to that technology. The upgrade must be hardware and software compatible with the existing equipment. The existing equipment and technology are proprietary to Coherent Laser Group. Coherent Laser Group has no distributors; therefore, they are the only source capable of providing this upgrade. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by April 2, 2010 will be considered by the Government. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
