Description
The U.S. Geological Survey, National Geospatial Programs Office has a requirement for digital orthoimagery data in Tulsa, OK. The coverage area will be 16, 7.5-minute quadrangles containing an area of approximately 965 square miles, including the city of Tulsa and the surrounding metropolitan area and Tulsa County located in northeastern Oklahoma. The USGS has the opportunity to obtain all this orthoimagery from the Indian Nations Council of Governments (INCOG) at 38% of the cost of the entire project because other agencies and local governments are contributing to this project. The orthoimagery data shall be collected to the following specifications: 1) imagery source date: leaf-off, flying season for Oklahoma 2) resolution: 1-foot and 6-inch; six inch resolution orthophotography coverage will be acquired for the city of Tulsa (Tulsa Metropolitan Utility Authority (TMUS)) areas of interest only; the remaining portion square mileage of the project will be acquired at 1-foot resolution 3) imagery type: natural color 4) projection: Oklahoma State Plane, North Zones 5) Datum: NAD 83 horizontal, NAVD88 for vertical control used 5) Horizontal accuracy: 6-inch = ASPRS Class 1 for 1" = 100' (1:1200-scale); (+/- 1-ft RMS error x or y); 12-inch = ASPRS Class 1 for 1" = 400' (1:4800-scale); (+/- 4-ft RMS error x or y) 6) format of native data: all orthoimagery data will be output as an untiled, uncompressed TIFF formatted files associated with a TIFF Word header file (.TFW) 7) media distribution type: external hard drive 8) FGDC-compliant metadata: yes. The data delivery date to the USGS shall be no later than May 31, 2010. All deliverable data and documentation shall be free from restrictions regarding use and distribution. Based on information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1(2), the government considers the item specified as a sole source from the INCOG, 201 W 5th St Ste 600, Tulsa, OK 74103-4278 and proposes to negotiate with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services and provide considerable cost sharing are invited to submit in writing an affirmative response to this announcement, and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-response to this request without further consideration. Affirmative response shall be received by this office by close of business March 29, 2010 by 3:00 PM Mountain Standard Time. This notice may represent the Government's only official notice of this procurement.
