Description
Proposer's Day Announcement MOIRE - Membrane Optic Imager Real-Time Exploitation Tactical Technology Office Defense Advanced Research Projects Agency The Defense Advanced Research Projects Agency (DARPA) will host a Proposers' Day in support of a planned Broad Agency Announcement (DARPA BAA 10-51) for a new program to develop a large, diffractive optics membrane and associated deployment and support structures, and communications equipment for use in a geosynchronous orbit-based telescope. The MOIRE Proposer's Day will be held 0730 -1700 EST on April 8, 2010, at the Westfields Washington Dulles Marriott in Chantilly, Virginia. This announcement serves as a pre-solicitation notice and is issued solely for information and program planning purposes. The Proposers' Day is intended to introduce the research and development community to the program vision, goals and objectives, and opportunities associated with the development of interdisciplinary teams to respond to an anticipated Broad Agency Announcement (BAA). The Proposer's Day does not constitute a formal solicitation for proposals or proposal abstracts. Attendance is voluntary and is not required to propose to any potential related Broad Agency Announcements or potential research solicitations on this topic. DARPA will not provide reimbursement for any costs incurred to participate in this Proposer's Day. The objective of the MOIRE program is to provide persistent, real-time, tactical video to the war fighter. Development of diffractive membrane optics may facilitate low-cost geosynchronous imaging. A 10-meter diffractive membrane is currently envisioned for a Phase III flight demonstration. All designs must be traceable to an operational 20-meter system providing 24/7 visible NIIRS 3.5+ coverage over denied areas with at least a 1 Hz rate, FOV > 100 km^2, field of regard > 10^8 km^2 with a designed cost not to exceed $500M a copy after initial NRE. This set of requirements is referred to as the operational Design Reference Mission (DRM). Upon release of the BAA, DARPA will seek complete balanced innovative system-oriented proposals that address all the following important technical factors: [1] Large low cost, lightweight, deployable, diffractive membrane optics for geosynchronous orbit imaging systems. [2] Near real time image stabilization and tactical geolocation knowledge [3] A telescope design that increases spectral bandwidth [4] Stability and dynamics of the large structure in geosynchronous orbit [5] Target motion detection capability for highway speeds To facilitate maximum participation DARPA will host a MOIRE Proposers' Day that will: (a) Introduce the research community (industry, academia, and Government) to the program vision and objectives; (b) Explain the mechanics of a DARPA program and the milestones and metrics of this potential effort; and (c) Promote teaming arrangements among organizations having relevant expertise, facilities, and capabilities to execute an interdisciplinary research program responsive to the program goals. The Proposer's Day will include overview presentations by Government personnel in the morning and 10-15 minute one (organization)-on-one sessions with the Program Manager in the afternoon. Potential participants should note that formation of teams with sufficient expertise to address all technical areas is critical. Registration is limited by the venue capacity. To maximize the number of organizations participating, there is a limit of five persons per organization (not per division). Early registration is strongly recommended.
