Description
The Uniformed Services University of the Health Sciences (USU), the Department of Defense (DoD) Medical School and Health Sciences University hereby announces its intent to contract on a sole source basis with Aperio Technologies, Inc. for a software upgrade to an existing Aperio Image Management System as follows: Qty, Item #, Description 2, S+1-P-S-1, Spectrum Plus 1 (1,000 Digital Slide/Image Capacity License) 2, IMPSWS+1-P-S-0,Spectrum Plus 1 (1,000 images) - Software Implementation USU is renewing a software license for an Aperio Image management System, which is the only system that meets all identified requirements, supports USU's current digital imaging formats, and provides a solution targeted at education. USU has converted over 250 glass slides to an Aperio digital image slide solution and is in the process of scanning additional slides at the 100x resolution to the Aperio image format. The Aperio server is the only system that will inter-operate with the scanned images. If the Aperio upgrade is not purchased the current digital slide collection will need to be re-imaged, which would incur additional costs to the Government. Statement of Work: USUHS Digital Imaging System for Teaching 1. Introduction: The Department of Defense Uniformed Services University of the Health Sciences (USUHS) was established by Congress to train the next generation of federal research scientists, military doctors and military graduate nurses. The USUHS is the only federal medical university. Our student education mission and curriculum parallels private and public medical schools in the United States. Annually, 700 students are enrolled in the USU's on campus programs. 2. Requirements: The USU requires a Digital Imaging System to support the education of Medical Students. The system must support multiple image formats, provide Web access to images, include an image manipulation client and stream image data to student personal and USU owned computers. The image manipulation software must support Windows and Macintosh Operating System Web browsers. The system must interact with USU information security controls to ensure that restricted access content is only provided to individuals with access rights. The USU will procure two software packages, one to support internal network access to the teaching images and one to support external (Internet access) to the images. The USU is NOT seeking a laboratory information system, this system will not be integrated with a hospital information system and will not be used to support patient care. Technical requirements are listed below 3. USU Technical Infrastructure: The Digital Imaging System must support Web-based pedagogy for medical education across the Internet and the USU Intranet. USU will deploy one system inside the network and a second system within our DMZ to support student access from offsite. Web servers supported by USU include Apache Tomcat and Microsoft IIS. Database systems include Oracle, MySQL and MS SQL. Operating systems supported at the University include Windows 2003 and Red Hat Linux. Browsers in use at the USU include IE 7, Firefox, Safari and others. User operating systems are primarily MS XP and Macintosh OS X. Intranet access is controlled by MS Active Directory. Additional content is controlled by IP access restrictions. 4. Technical Requirements: Digital Image Server Software requirements: 4.1. Software to operate on the Windows 2003 or later Operating System or Red Hat Linux 4.2. Software to store images in a database 4.3. Software to support metadata for slide description 4.4. Initial support for 1,000 scanned images on each system. 4.5. Administrative account access to system 4.6. Web based access to slide collection (KPP) 4.7. Web browser plug-in or stand alone software for retrieval of images from the server over the Internet (KPP) 4.7.1. View multi-channel fluorescence images as layers, or side-by-side. 4.7.2. View all channels simultaneously, turn individual channels on and off 4.7.3. Adjust brightness, contrast, gamma, and XY registration as desired. 4.7.4. System must be capable of downloading a thumb-nail of the image and then streaming additional image data as the user navigates the slide to reduce the overall impact of the image streaming on the network. 4.8. Support Aperio 40x and 100x scanned slides (KPP) 4.9. Support Nanozoomer captured images (KPP) 4.10. Provide support for dermatology and DICOM images This award is IAW FAR Part 13.106-1(b)(1) and authorizes USU to award contracts when only one source and no other supplies or services will satisfy agency requirements.
