- Pre-Solicitation Synopsis Combat Readiness Support Team (CRST) and Ranges & Training Land (RTLP) Military Master Planning Services RFP# W912DY-10-R-0007 Small Business Restricted Suite NAICS 541320 Landscape Architecture Posting Date: 19 March 2010 Closing Date: 02 April 2010 The U.S. Army Engineering and Support Center, Huntsville is soliciting proposals on a restricted competitive small business set-aside basis for Combat Readiness Support Team (CRST) and Ranges & Training Land Program (RTLP) Military Master Planning and Programming Services under solicitation W912DY-10-R-0007. In order to accomplish this mission, the CRST/RTLP program proposes to award multiple Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts, under which task orders will be firm-fixed price (FFP). The awarded contracts will share a programmatic capacity of $60 million. The basic ordering period is one year with four 1-year renewal options. This is NOT a Request for Proposal (RFP). It is anticipated that a RFP will be issued after approximately 15 days of the release of this announcement and will have a proposal due date of approximately 30 days after issuance of the RFP. Offerors must be able to provide all labor, materials, facilities and equipment for performance of all work identified in individual task orders; be cognizant of all applicable laws, regulations and guidance associated with the work being accomplished, and ensuring that all work activities performed by contractor personnel, sub-contractors and suppliers is executed as required by the applicable laws and regulations. The purpose of this acquisition is to obtain military master planning services in support of the CRST and the RTLP programs; including the following additional offices: Headquarters Installation Management Agency (HQIMA), Office of the Chief of Staff for Installation Management (OACSIM), Headquarters U.S. Army Corps of Engineers (HQUSACE), and the local Program Office. The programs that these offices support in conjunction with these procured services are military construction (MILCON) and Army Military Transformation. These services are classified under North American Industry Classification System (NAICS) 541320, Landscape Architecture, with a small business size standard of $7M. This acquisition effort will support the RTLP and CRST programs with various services including performing a variety of tasks revolving around Army facilitating planning charrettes, preparation, review and revision of MILCON programming documentation (DD Form 1391) and Army Budget Submission documentation (DD Form 1390). Tasks also include the review, updating, and quality control of Engineering Form (ENG 3086), Parametric Cost Estimate review and validation. Additional tasks related to installation-wide support and specific to RTLP, CRST, Medical, US Army Reserve Command (USARC), US Marine Corps Reserves (USMCR), US Army Special Forces Command (USASOC) operational and facility requirements, military installation facilities planning and related items such as project DD 1391s. The contracts will not require any type of design or construction services and will be performance-based. The foremost outcome among these requirements is implementing the Planning Process in accordance with Army Regulation 210-20, Army Master Planning, for assessing quality/quantity of real property assets and determining requirements for a wide spectrum of support facilities. This work includes analyzing unit requirements, developing investment strategies, determining force modernization effects on facilities, and a variety of related justification and programming documentation and studies. In addition, the Huntsville Center supports an extensive planning and analysis program for military installations, units, facilities, and lands at various echelons of Army and Department of Defense (DoD) organizational structure from platoon to Division, Corps, and Theater levels of command. This work includes preparation of traditional installation master planning, National Environmental Policy Act (NEPA) Studies and documentation, training facilities standards, and other issues related to installation facilities and infrastructure management. This requirement is a set-aside for small businesses; all firms submitting a proposal in response to the RFP will have to certify as such.
