- RFQ: VA-261-10-RQ-0123 Due: Apr. 15, 2010 (est'd) Request for Quote (RFQ) - Wellness Recovery Action Plan Facilitator Training and Certification for the Mental Health Dept., VA Northern California Health Care System. Contractor to provide all expertise, trained personnel, equipment and supplies as necessary to provide this service. The NAICS code is 621420, size standard of $10.0 million applies. The actual solicitation with complete details should be posted on or about April 1, 2010. The intent will be a sole-source justified procurement to the Copeland Center of Brattleboro, VT. Only Copeland has the copyright to this program and they are the only entity with the authority to certify Wellness Recovery Action Plan (WRAP) Facilitators. However any interested, capable firms may make an inquiry. Telephone requests will NOT be accepted. All questions must be submitted in writing, questions may be faxed to W. Electronic solicitation may be accessed at no cost at www.fedbizopps.gov. Any amendment issued against this solicitation will also be available from the same URL addresses. Contractor is responsible for submitting all documents required electronically in accordance with the solicitation, including any amendments which will be posted on this website. Solicitation is also subject to availability of funding. Quotations shall be submitted on an all or nothing basis. Partial quotations will be rejected. Quotations shall be valid for 60 days from offer due date.
