Description
RFTOP 0001 - Upgrade Lecture Halls and Auditorium Past Performance Survey RFP-IDIQ (MATOC) Base Contract The mission of the Uniformed Services University of the Health Sciences (USU) is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services. Congress created USU, due to a shortage of military doctors, through the Health Professions Revitalization Act of 1972. The purpose of USU was to create a military medical force that would be able to provide the specialized care needed for our soldiers. USU is authorized to grant appropriate advanced academic degrees and has established postdoctoral, postgraduate, and technological institutes. Programs in continuing education for military members of the health professions are established so that the highest standards of health care may be maintained within the military medical departments. USU is responsible for the overall educational needs of the Military Departments relating specifically to the preparation of individuals for careers in the health professions. Consequently, USU programs are designed to recruit and retain superior health science professionals as faculty and researchers, and to ensure maximum utilization of the health science labor force, facilities, and equipment available within military medical departments worldwide. The objective of this procurement is to acquire quality audio-visual (AV) and simulation support services at a fair and reasonable price as efficiently as possible to meet the current and future needs of USU. Various AV and simulation requirements have been identified for fiscal year (FY) 2010 and 2011. We anticipate future JTF requirements in this area as Walter Reed Army Medical Center (WRAMC) moves to National Naval Medical Campus (NNMC). Having a contract vehicle in place that would allow the university to move forward on these initiatives would be in the best interest of the government. Possible AV and Simulation Requirements Identified for FY 2010 and 2011: •· AV Upgrades for Lecture Halls A, B, C, D, E and Sanford Auditorium (First Task Order) •· Flat Panel Monitors (Qty: 16 w/ Option for 14) •· AV Upgrade for Cafeteria and Small Dining Room •· Bi-Directional AV System •· Digital Signage •· Wide Area Virtual Environment (WAVE) USU intends to award multiple task order contracts (MATOC) to those offerors representing the best value to the Government in accordance with the evaluation factors stated in the RFP. We anticipate awarding between three (3) to six (6) contracts. USU is located in Bethesda, MD on the National Naval Medical Campus (NNMC). Additional information about USU and its mission can be found on our website, www.usuhs.mil. This is a request for proposals (RFP) is issued in accordance with FAR Part 12-Acquistion of Commercial Items and FAR Part 15-Contracting by Negotiation. This solicitation incorporates FAC 05-3. The applicable NAICS code for this requirement is 541990 - All Other Professional, Scientific and Technical Services. This solicitation is issued as full and open. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. See the attached RFP for additional information regarding the requirements, the anticipated first task order (Upgrade to Lecture Halls and Auditorium), evaluation factors, site visit and proposal submission. RFTOP 0001: Upgrade to Lecture Halls and Auditorium: USU has a requirement to upgrade five (5) lecture halls and one (1) auditorium to the current control systems already installed in the rooms and modifying the existing podiums and equipment racks into a cohesive and efficient system. Offerors interested in submitting a proposal for the first requirement to be awarded under the resultant MATOC award, please see the attached "RFTOP 0001-Upgrade Lecture Halls and Auditorium." The attachment includes the SOW, evaluation factors and proposal submission instructions. Offerors are not required to submit a proposal for RFTOP 0001 in order to be considered as an awardee under the MATOC. Proposals are due no later than (NLT) 2:00 PM EST on April 22, 2010 - See RFP for proposal submission instructions. Late proposals will be handled in accordance with FAR Provision 52.212-1(f). Site Visit One site visit will be offered on April 1, 2010 at 10:00 AM EST for Task Order 0001 (Lecture Hall and Auditorium Upgrades). An alternative site visit will not be scheduled, unless the installation is closed due to unforeseen events. USU is located on a secure installation, therefore guests to USU must be on the base access list. Offerors interested in attending the site visit must register with the primary contract specialist, with a copy to the secondary contract specialist, by close of business (COB) March 29 th. Requests received after that date will not be on the access gate list and access will be denied. Faxed, mailed or telephonic requests will not be accepted. Notes from the site visit will be posted as an amendment to the solicitation within approximately five (5) calendar days of the site visit. All efforts will be made to secure visitor parking if available. The site visit will begin in the Contracting Office, located in building A, room 1040C. The site visit will begin promptly at 10:00 AM EST. Offerors are highly encouraged to arrive at the installation a minimum of 45 minutes prior to the commencement of the site visit to allow for possible vehicle inspection at the main gate and to secure parking.
