Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. The solicitation number is NHLBI-PB-(HL)-2010-115-DLM and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-38 (2/01/2010). Period of Performance: The proposed period of performance for this service will consist on one (12) month basic contract period and include four (4) options to renew for a twelve month period. The North American Industry Classification (NAICS) Code is 541511 and the business size standard is 500 Employees. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. However, this solicitation is set-aside for a small business. The contractor will provide the following: 1. Item Name: DocAve 5 Enterprise Manager MGR, Description: DocAve5 Manager with Enterprise Edition Licensing for managing multiple SharePoint farms, includes DocAve Web Services, Control Services, Auditing/Index Services, one (1) Control Services instance, and one (1) Media Services instance, Quantity: 1 each. 2. Item Name: DocAve5 Monitoring and Discovery RPC, Description: DocAve5 Discovery Agent for MOSS 2007 and WSS 2007 (v3) and DocAve Report Center with monitoring (Does not include Administrator, Auditor, administrative reporting, or usage reporting). Licensing per user-facing Front End WEB SERVER, Quantity: 4 each. 3. Item Name: DocAve5 Additional Media Services MED, Description: DocAve5 Additional Media Services Agent, Quantity: 1 each. 4. Item Name: DocAve5 Backup and Recovery ITM PLT, Description: DocAve5 Backup and Recovery Agent for MOSS 2007 and WSS 2007 (v3) Includes Item and Platform Level Backup and Recovery and Business Criticality Matrix. Licensing per SharePoint server, Quantity: 20 each. 5. Item Name: MAINT PRM, Description: Premier Maintenance for DocAve5 and other products as per Maintenance Agreement, Quantity: 1 each. Premier Maintenance Services to be provided: include scheduled maintenance: 24 hours, seven (7) days a week phone support, email support during standard business hours, plus all patch/upgrades; 8 hours of DocAve customization; Start date: license delivery date. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA), intends to award a single, fixed price purchase order for the National Heart, Lung, and Blood Institute (NHLBI), Center for Biomedical Informatics (CBI) is expanding the implementation of SharePoint and making improvements to the current SharePoint services. CBI has a need for software that has backup and recovery as well as service availability. Additionally, the software must have the capability for a detailed audit trail of the various activities being conducted on the SharePoint sites. As the organizational structure in NHLBI is changing, it is essential that the software has the capability to be migrated from one SharePoint location to another without disruption and loss of information. The DocAve5 Product Suite software provides all the requirements that NHLBI is looking for to update and expand SharePoint throughout the institute. FAR Provisions apply to this acquisition are: 1) FAR Clause 52.212-1 Instructions to Offerors Commercial Items (JUN 2008) ; 2) As stated in FAR Clause 52.212-2 (a), the Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered; 3) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 4) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. The Offeror must include in their quotation the unit price, total cost per year, the price list, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award, offerors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov and Online Representations and Certifications Application (ORCA) www.bpn.gov. Interested parties capable of furnishing the Government with the item specified in this synopsis should submit their quotation to the below address. Quotations will be due (15) calendar days from the publication date of this synopsis or by April 2, 2010, 7:30am, Eastern Standard Time. The quotation must reference Solicitation number NHLBI-PB-(HL)-2010-115-DLM. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Quotations must be submitted in writing to the National Heart, Lung, and Blood Institute, 6701 Rockledge Blvd., Room 6149, Bethesda, Maryland 20892, Attention: Dorothy Maxwell.
