The United States Government, represented by the Department of State, is seeking proposals (OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. PERIOD OF PERFORMANCE: June 2010 – June 2011 (extendable up to 4 years) 8. PLACE OF PERFORMANCE: Baghdad, Iraq 9. JOB DESCRIPTION: See below A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: The U.S. Department of State (DOS) is required to provide for the personal protection and safety of personnel under Chief of Mission authority and designated Chief of Mission facilities in Iraq. As such, the Bureau of Diplomatic Security has a requirement to provide aviation transportation services in Iraq for Search and Rescue (SAR) and medical evacuations (ME), transporting Quick Reaction Forces (QRF) to respond to incidents, and where noted, provide air transportation (AT) for Chief of Mission personnel or other personnel required by Government to conduct official business. DOS needs a capability to provide secure, safe QRF transport, Search and Rescue / MEDEVAC, route reconnaissance and convoy escort, and air transportation of personnel and equipment in support of Embassy programs. To accomplish the mission a fleet of aircraft, potentially including fixed wing aircraft, light lift helicopters and medium lift helicopters will be required. The aircraft will perform their missions during the hours of daylight and darkness (to include Night Vision Goggles) under both visual meteorological conditions and instrument meteorological conditions. Aircraft and crew must be available on a 24 hour basis to meet the needs of the U.S. Mission in Iraq. PURPOSE: The purpose of this personal services contract (PSC) position is to provide a Senior Aviation Advisor for the U.S. Mission in Iraq. The incumbent serves as the senior in-country aviation advisor, responsible to Diplomatic Security for providing program implementation, direction, and execution oversight in support of aviation transportation services in Iraq for Search and Rescue (SAR) and medical evacuations (ME), transporting Quick Reaction Forces (QRF) to respond to incidents, and where noted, provide air transportation (AT) for Chief of Mission personnel or other personnel required by Government to conduct official business. Monitors and evaluates aviation support services contractor performance in maintenance, operations and logistics by performing oversight duties at various contractor locations during at least half of the period of performance. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the Chief of Mission in Iraq; however, the individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. The incumbent may coordinate directly with the Office of Aviation and the Chief of Mission for purposes of this program. Completed work is reviewed for timeliness and effectiveness. This is a field position, and the incumbent will perform oversight duties at various contractor locations during at least half of the period of performance. 2. STATEMENT OF WORK Perform oversight and evaluation of contractor operations. This oversight includes, but is not limited to; ensuring compliance with INL/A policies/procedures/directives, reviewing and recommending approval of waivers to published directives, authorizing use of INL/A aircraft, reviewing contractor flight operations procedures, and monitoring contractor pilot proficiency. Submits weekly written reports of the contractor’s performance and activities to the Office of Aviation, and provides comprehensive monthly award fee input to the Contracting Officer’s Representative (COR) regarding contractor performance. Direct and coordinate aircraft and personnel deployments within Iraq in supporting Chief of Mission. Develop, coordinate, organize, and implement comprehensive operational systems and procedures. These operational systems and procedures include, but are not limited to; the Department of State Aircrew Training Program, Aviation Operations Directives, Guide to Aviation Training and Standardization, Aircrew Training Manuals, Office of Aviation Standard Operating Procedures, and Deployment Operations. Develop operational tactics and new training procedures (through the contractor and the INL/A training/standardization staff) for the purpose of enhancing aerial support for eradication operations. These tactics and procedures include, but are not limited to; Night Vision Goggle operations, helicopter escort tactics, rules of engagement, and aerial gunnery. Provide operational direction and guidance to the contractor. This includes, but is not limited to, planning and coordination with U.S. Department of Defense and Department of State, other federal agencies, and host nation military/law enforcement agencies. Provide direction and oversight for contractor Counter Narcotics aviation training and standardization. Implement INL/A flight regulations, aviation training and standardization, and aircrew training programs. Collect, review, and disseminate data on aviation tactics, techniques, and employment in support of the Iraq mission. Maintain constant liaison with Office of Aviation, U.S. Department of Defense, Department of State, Diplomatic Security other U.S. Government agencies, and the U.S. Federal Aviation Administration, to keep abreast of current policies, procedures, and rules that pertain to Office of Aviation operations. Oversee activities of assigned INL/A staff and contractor personnel. Provide technical direction and management to contractor employees. Plan work, set and or negotiate deadlines and completion dates. Review and accept or rejects final work. Assign work based on priorities, difficulty of assignments, and employee capabilities. Give advice and instruction to employees on both work and administrative matters. Identify developmental and training needs, finding ways to improve the quality of work, and enhancing overall performance standards for both USG and contractor personnel. 3. MINIMUM REQUIREMENTS Must be U.S. Citizen subject to Department of State Secret level security clearance In-depth knowledge of Aviation Aircrew Training and Standardization Programs to include; operating directives, training and standardization publications, aircrew training manuals, and related documents. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. In-depth knowledge of the tactical employment of fixed and rotary wing aircraft in counter-narcotics aviation operations, including capabilities, limitations and techniques of aircraft used by the Office of Aviation. Must have extensive experience as an aircraft operations officer/manager in a military or civil organization, involved in the training and standardization of rotary and fixed wing pilots, the tactical employment of aircraft in a high threat environment, and the deployment of aircraft to foreign locations. Broad knowledge of and experience in the formulation of plans and policies pertaining to operations and unit level flight training activities. Should have a basic knowledge of command communications, government intelligence procedures, and flight operations procedures. Highly specialized skill in the operation of aircraft as a pilot. Knowledge of and skill in operation of desktop computer based word processing systems. Knowledge of U.S. Government contract administration procedures is desirable. Successful completion of a military or civil senior officer/manager training program (i.e., Command and General Staff/War College, etc) is desirable Basic knowledge of the U.S Federal Acquisition Regulations is desirable Experience as a U.S. Civil or military Foreign Area Officer (FAO) is desirable 4. COMPLEXITY Assignments include analysis of all facets of aviation operations management and involve a fleet of fixed wing and rotary wing, tactical and transport aircraft, which function within an integrated program of diverse airlift, Search and Rescue, and counter-narcotics missions. Incumbent must apply specialized and professional knowledge to supervise flight standardization oversight of aviation support contractor pilots operating in Iraq and at multiple forward operating locations. The incumbent oversees pilot training programs, plans, policies, and procedures for the Office of Aviation; coordinates recommendations from staff officers; consults with the INL/A Director of Operations regarding ongoing projects; provides guidance to Standardization Pilots, contractor, and Diplomatic personnel; and oversees implementation of the program. The incumbent performs continuous analysis of interrelated issues of effectiveness and efficiency affecting the Office of Aviation’s aviation program, with the purpose of improving flight safety of aviation operations in support of the counter-narcotics mission. 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity Incumbent must be able to independently perform fieldwork in remote areas for extended periods without assistance. As this is a flying assignment, the incumbent must complete an annual FAA Second Class flight physical. 6. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections and or program evaluations. The incumbent is required to maintain proficiency and currency in assigned fixed or rotary wing aircraft. Field sites have been declared hazardous duty locations by the Department of State due to hostile activities of armed groups within Iraq and therefore pose significant risk to the incumbent while at these sites. B. Evaluation Criteria: Factor 1. (Contract Oversight). Offeror’s ability to: a. Perform oversight and evaluation of contractor operations, to include ensuring compliance with INL/A policies/procedures/directives, reviewing and recommending approval of waivers to published directives, authorizing use of Office of Aviation aircraft, reviewing contractor flight operations procedures, and monitoring contractor pilot proficiency. b. Prepare and coordinate periodic reports, both orally and in writing. Factor 2. (Direct and Coordinate Actions). Offeror’s ability to: Develop, coordinate, organize, and implement comprehensive operational systems and procedures for the Office of Aviation/Bureau of Diplomatic Security; including Department of State Aircrew Training Program, Department of State Aviation Operations Directives, Department of State Guide to Aviation Training and Standardization, Department of State Aircrew Training Manuals, Office of Aviation Standard Operating Procedures for operations in Iraq, and Deployment Operations procedures in support of U.S. Mission in Iraq. Factor 3. (Develop Operational Tactics and Procedures). Offeror’s ability to: a. Develop Operational Tactics and new training procedures (through the contractor and the Office of Aviation training/standardization staff) for the purpose of Search and Rescue (SAR) and medical evacuations (ME), transporting Quick Reaction Forces (QRF). b. Develop Night Vision Goggle (NVG) operations and tactics, and helicopter escort tactics/rules of engagement/aerial gunnery in support of aerial support. Factor 4. (Provide Direction and Planning).
