Description
This publication serves as notice of intent to procure on line scientific citations for the Atlantic Oceanographic & Meteorological Laboratory in Miami, FL. The government intend to award a contract on a sole source basis for a base period and 4 option years to the following entity: Thomson Reuters, 1500 Spring Garden Street, 4th Floor, Philadelphia, FL. The government intends to issue fixed price contracts under the authority of FAR Part 13, 106-1(b) for on line citations. The performance period is from 3/29/2010 through 12/31/2010 with four (4) twelve (12) month option periods. Thomson ISI/Reuter is the exclusive creator and distributor of the Science Citation Index of the Web of Science. The Thomson ISI database is unique in the features it offers: online access to "articles cited "references and ‘authors cited' references, related records and Keyword Plus. The cited references feature enables NOAA researchers to follow the development of a scientific methodology from its first communication to the present. The ‘cited authors' feature helps to track and individual scientists' work throughout his/her career. No other known database offers these features as completely and for a long a time-period. This notice of intent is not a request for competitive responses. However, all responses received within three days after date of publication of this notice may be considered by the government. Responses can be faxed to Sharon Walker at (816) 274-6983 or sent via email to shaorn.walker@noaa.gov. A determination by the government not to compete the acquisitions based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. DOC, Eastern Acquisition Division-Kansas City Office requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR). No award can be made to a company not registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
