Description
The VA Medical Center, Leestown Road Division, Lexington, Kentucky, has a construction requirement for Project No. 596-09-103, Low Voltage Equipment Replacement. Contractor shall completely prepare site for Building Operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for upgrading the Electrical Low Voltage System in Buildings 1, 3, 4, 25, 28, 29, 39 and 69 as required by the drawings and specifications. Work shall include replacing switchgear, distribution panels, motor control central, extending existing circuits/feeds and renovating masonry walls to add new doors. NAICS code assigned to this project is 238210 with a small business size standard of $14.0 million. The estimated cost range for this project is $1,000,000.00 to $5,000,000.00. THIS PROCUREMENT IS 100% SET ASIDE TO SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) CONTRACTORS. The SDVOSB contractor is required to perform a minimum of 25% of the construction work on the project. This does not include paperwork, submittals, etc. The SDVOSB must be small under relevant NAICS code and must be registered and verified in the following websites: www.vip.vetbiz.gov www.ccr.gov https://orca.bpn.gov and https://vets100.vets.dol.gov to be eligible for award. Bidders must ensure their registrations are updated, correct, and have not expired. Information regarding the one and only site visit scheduled will be stated in the solicitation. A 20% Bid Bond must be submitted with the bid. Payment and Performance Bonds will be required from the Contractor receiving award. This solicitation will be posted on or about April 6, 2010 at the Fedeal Business Opportunities (Fedbizopps) website www.fedbizopps.gov. Paper solicitations will not be issued. Contractors must obtain solicitation, drawings, and amendments (if any) from this website. Amendments will not be mailed, but will also be posted at the Fedbizopps website. Bidders are reminded they are responsible for obtaining and acknowledging all amendments to the solicitation prior to the time for bid opening. Bid opening will be at 2:00 p.m. (local time), May 11, 2010 at the Department of Veterans Affairs Medical Center, 2250 Leestown Rd., Lexington, Kentucky, Bldg. 2, Room 216, Engineering Conference Room. Award is subject to availability of funds. CONTRACTORS SHALL SUBMIT JOINT VENTURE AGREEMENTS WITH THEIR BID. CONTRACTORS ARE NOT ALLOWED TO SUBMIT MORE THAN THREE BIDS IN A TWO YEAR PERIOD UNDER THE NAME OF THEIR JOINT VENTURE. All questions shall be in writing and addressed to the Contracting Officer.
