- DESCRIPTION: The U.S. Coast Guard Base Support Unit Miami Office of Procurement intends TO PROCURE CONTRACTOR SERVICES TO REPAIR GROVE CRANE MODEL#RT58D. THE PURPOSE OF THE REPAIR IS TO ADDRESS DISCREPANCIES FOUND DURING THE ANNUAL SAFETY INSPECTION AND LOAD TESTS. IN ORDER FOR THE CRANE TO MAINTAIN ITS OPERATIONAL STATUS, THE CRANE MUST PASS THE INSPECTIONS TO MAINTAIN THE SAFETY CERTIFICATION. THIS EQUIPMENT IS A MISSION CRITICAL ITEM WHICH IS USED ON A DAILY BASIS TO SERVICE COAST GUARD VESSELS, DURING DOCKSIDE WORK ORDERS AND CASUALTY REPORTS (CASREPS). THESE REPAIRS MUST BEGIN IMMEDIATELY. THE SERVICES TO BE PERFORMED ARE THE FOLLOWING: 1. REPOSITION PINS ON SHEAVES FOR EXTENDING WIRE ROPE 2. REPLACE WIRE ROPES PER OEM SPECS. (GROVE MOBILE CRANE) 3. REMOVE REPLACE ROD AND REINSTALL THE LEFT SIDE AXEL LOCK OUT CYLINDER. (ROD IS PITTED) 4. REMOVE BOOM CYLINDERS AND REPLACE RODS, REINSTALL CYLINDERS. (RODS ARE PITTED) 5. RE-TORQUE TURNTABLE BOLTS PER OEM SPECS. ( GROVE MOBILE CRANE) 6. CUT OFF BAD AREA OF WIRE ROPE 7. PERFORM SERVICE BULLETIN ON SERVICE BREAK PER OEM SPECS. (GROVE MOBILE CRANE) 8. ATTACH LOAD CART TO CAB 9. REPLACE BOOM NOTE 22. The proposed contract action is for supplies AND services for which the Government intends to solicit and negotiate with RING POWER CRANE under the authority of FAR 6.302. MARKET RESEARCH WAS CONDUCTED WITH SEVERAL CRANE MAINTENANCE COMPANIES TO DETERMINE POTENTIAL SOURCES. RING POWER CRANE WAS THE ONLY COMPANY SURVEYED THAT HAS ACCESS TO GROVE SERVICE BULLETINS AND SPECIFICATIONS. A COMPETITIVE SOLICITATION WOULD ADD SIGNIFICANT DELAYS AS THE PROSPECTIVE OFFERORS WOULD HAVE TO BE FAMILIARIZED WITH THE CRANE OR SURVEY THE NEEDED REPAIRS WHICH WOULD RESULT IN THE CRANE BEING TAKEN OUT OF SERVICE AND THE UNIT UNABLE TO PERFORM ITS MISSION. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
