PERIOD OF PERFORMANCE: July 2010 – July 2011 (extendable up to 4 years) 8. PLACE OF PERFORMANCE: Tallil and Kirkuk, Iraq. 9. JOB DESCRIPTION: See below A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: The U.S. Department of State (DOS) is required to provide for the personal protection and safety of personnel under Chief of Mission authority and designated Chief of Mission facilities in Iraq. As such, the Bureau of Diplomatic Security has a requirement to provide aviation support in Iraq for Search and Rescue (SAR), medical evacuations, transporting Quick Reaction Forces (QRF) to respond to incidents, and provide air transportation for Chief of Mission personnel or other personnel required by Government to conduct official business. DOS needs a capability to provide secure, safe QRF transport, Search and Rescue / MEDEVAC, route reconnaissance and convoy escort, and air transportation of personnel and equipment in support of Embassy programs. To accomplish the mission a fleet of aircraft, potentially including fixed wing aircraft, light lift helicopters and medium lift helicopters will be required. The aircraft will perform their missions during the hours of daylight and darkness (to include Night Vision Goggles) under both visual meteorological conditions and instrument meteorological conditions. Aircraft and crews must be available on a 24 hour basis to meet the needs of the U.S. Mission in Iraq. PURPOSE: The purpose of this personal services contract (PSC) position is to provide an Aviation Advisor, for the aviation support mission in Iraq. The incumbent serves as the Aviation Advisor in-country, responsible to Diplomatic Security for providing program implementation, direction, and execution oversight in support of aviation services in Iraq for Search and Rescue (SAR) and medical evacuations (ME), transporting Quick Reaction Forces (QRF) to respond to incidents, and provide air transportation for Chief of Mission personnel or other personnel required by Government to conduct official business. The Aviation Advisor evaluates operational, maintenance, and safety program effectiveness of in-country Department of State activities, ensuring all aviation programs comply with INL/A and other USG regulatory guidance. The position also monitors and evaluates the aviation support services contractor's performance in operations, maintenance, and safety by performing oversight duties at various contractor locations during at least half of the period of performance. SUPERVISORY CONTROLS: The incumbent works under the direct supervision of the Senior Aviation Advisor; however, the individual exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. The incumbent also reports through the Senior Aviation Advisor to the State Department/INL’s Director of Office of Aviation to ensure compliance with INL/A aviation policies, directives, and operations, maintenance, and safety standards by contractor personnel. The incumbent will also coordinate all maintenance issues with the Chief, Maintenance Division; Operational issues with Chief, Operations; and Safety issues with the Chief, Safety. This is a field position, and the incumbent will perform oversight duties at various contractor locations. 2. STATEMENT OF WORK Assists the Senior Aviation Advisor in directing and coordinating both fixed wing and rotary wing maintenance support within Iraq for the purpose of providing program implementation, direction, and execution oversight in support of aviation support services in Iraq for SAR, medical evacuations, transporting QRF to respond to incidents, and provide air transportation for Chief of Mission personnel or other personnel required by Government to conduct official business and providing maintenance and maintenance training support for the program. Perform oversight and evaluation of contractor operations. This oversight includes, but is not limited to; ensuring compliance with INL/A policies/procedures/directives, reviewing and recommending approval of waivers to published directives, authorizing use of INL/A aircraft, reviewing contractor flight operations procedures, and monitoring contractor pilot proficiency and flight standardization. Submits weekly written reports of the contractor’s performance and activities to the Office of Aviation Contracting Officer’s Representative (COR) regarding contractor performance. Provide technical direction and management to contractor employees on Operations, Maintenance, and Safety. Plan work, set and or negotiate deadlines and completion dates. Review and accept or rejects final work. Assign work based on priorities, difficulty of assignments, and employee capabilities. Give advice and instruction to employees on both work and administrative matters. Assist the Senior Aviation Advisor in directing and coordinating aircraft and personnel deployments within Iraq for the purpose of providing aviation support to Chief of Mission and Diplomatic Security Provide operational direction and guidance to the contractor personnel for the purpose of enhancing activities for the DS mission in Iraq. This includes, but is not limited to, planning and coordination with U.S. Department of Defense, Department of State, Diplomatic Security and Office of Aviation. Coordinate, organize, and implement comprehensive aircraft maintenance support systems and procedures for the Office of Aviation. These operational systems and procedures include, but are not limited to the Department of State Maintenance and Logistics Support Plans; Aircrew Training Program, Department of State Aviation Operations Directives, Department of State Guide to Aviation Training and Standardization, Department of State Aircrew Training Manuals, Office of Aviation Standard Operating Procedures, and Deployment procedures in support of Diplomatic Security program operations throughout Iraq. Oversee the Maintenance Test Pilot Standardization Program. Evaluate operational tactics and new training procedures (through the contractor and the Office of Aviation training/standardization staff) for the purpose of enhancing aviation operations. These tactics and procedures include, but are not limited to Night Vision Goggle tactics, and armed helicopter escort tactics/rules of engagement/aerial gunnery in support of the aviation support mission in Iraq. Provide general direction and guidance to the contractor aviation maintenance activities and personnel. This activity includes, but is not limited to, planning and coordination with U.S. Department of Defense, Department of State, Bureau of Diplomatic Security, other federal agencies for the purpose of providing maintenance support. Collect, review, and disseminate data on aviation maintenance management policies/procedures in support of the Iraq Embassy mission. 3. MINIMUM REQUIREMENTS U.S. citizen subject to Department of State secret level security clearance. In depth knowledge and experience with aviation operations, maintenance and logistical functions in a medium to large Aviation Organization of the U.S. Armed Forces or U.S. Civilian Agency/Corporation. In depth knowledge of U.S. Federal Aviation Regulations as they relate to aircraft operations and maintenance support. In-depth knowledge of Aviation Aircrew Training and Standardization Programs to include; operating directives, training and standardization publications, aircrew training manuals, and related documents. Knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. In-depth knowledge of the tactical employment of fixed and rotary wing aircraft. Knowledge and experience as an aircraft operations officer/manager, maintenance manager, and safety officer in a military or civil organization, involved, the tactical employment of aircraft in a high threat environment, and the deployment of aircraft to foreign locations. In depth knowledge of Aviation Maintenance and Logistics Support Programs, to include logistics plans, procedures, and related documents. Broad knowledge of and experience in the formulation of plans and policies pertaining to operations, maintenance and safety and unit level flight training activities. Basic knowledge of command communications, government intelligence procedures, and flight operations procedures. Knowledge of and skill in operation of desktop computer based word processing systems. Skill in the operation of aircraft as a pilot is desirable Knowledge of U.S. Government contract administration procedures is desirable. 4. COMPLEXITY Assignments include analysis of all facets of aviation operations management and involve a fleet of tactical and transport aircraft that function within an integrated program of diverse support missions. These missions include passenger/cargo transport, MEDEVAC, and helicopter security force operations. Incumbent must apply specialized and professional knowledge to oversee flight training and standardization of contractor pilots, crewmembers and support personnel operating under the Diplomatic Security mission in Iraq and at multiple forward operating locations. Incumbent must apply specialized and professional knowledge to oversee aviation maintenance and support personnel operating under the Diplomatic Security mission in Iraq and at multiple forward operating locations. The incumbent oversees aviation training programs, plans, policies, and procedures for the Office of Aviation, coordinates recommendations from staff officers, consults with the Senior Aviation Advisor and the Chiefs’ of Operations, Maintenance and Safety Office of Aviation regarding ongoing projects and overall implementation of the program. The incumbent performs continuous analysis of interrelated issues of effectiveness and efficiency affecting the Office of Aviation’s aviation safety program that will improve flight safety of aviation operations. 5. PHYSICAL DEMANDS The work is both physical and sedentary in nature and involves activity at both the main and field locations. May require some physical exertion and dexterity Incumbent must be able to independently perform fieldwork in remote areas for extended periods without assistance. 6. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections and or program evaluations. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of armed groups within host nation and therefore pose significant risk to the incumbent while at these sites.
