- NSWC Panama City Division, Panama City, Florida intends to solicit Circuit Services LLC, dba Career Technologies, 18634 Parthenia St Ste 3, Northridge, CA 91324-5332 on a sole-source basis for the re-layout of the Auxiliary Module (P/N 53771-7449680) circuit, design of the production representative enclosure, fabrication of a first piece module for government testing, and production of five (5) additional modules. Career Technologies has key design knowledge of the Auxiliary Module having produced the item successfully before. Moreover, the company has the original circuit layouts created by their engineering staff, archived in its native Gerber digital format. The Government already has a significant investment in the nonrecurring engineering undertaken by Career technologies and to start anew with a different vendor would result in incurring these costs again. The company and its personnel have critical technical knowledge pertaining to the design of this item. Using any other source for this effort would significantly increase cost, program schedule and technical risk. It is estimated that using any other source for this effort would increase delivery time for this hardware by 100% and cost, due to a significant nonrecurring engineering effort, by 500%.
