- Description
- The NASA/SSC Office of Procurement intends to issue a sole source, firm fixed pricecontract to General Atomics for the procurement of software development for theenhancement of the Integrated System Health Management (ISHM) Toolkit or ISHM-T,previously developed under Cooperative Agreement NNS08AA43A. The ISHM-T is a softwareenvironment used to implement ISHM capability for rocket engine test facilities. Theprogramming environment for the ISHM Toolkit is G2/Optegrity (Gensym Corporation). TheISHM-T is object-oriented, and includes tools to rapidly build ISHM Models of systemsusing drop-down menus and libraries of objects representing typical test facilitysensors, instruments, actuators, and components. The ISHM-T incorporates gateways fornetwork connectivity to other applications, an inference engine for reasoning, and toolsto automate root-cause-analysis via trees that link generic or specific events associatedwith failure modes and effect analysis. This procurement will advance the capability ofthe ISHM-T to improve its functionality for use in ISHM capability implementations fortest facilities. General Atomics is the only known vendor that can provide theseservices. In addition, this requirement includes implementation of General AtomicsPort Objects into the toolkit. Port Objects is required to implement physics modelslogic.General Atomics is the only known vendor with access to this product. There willbe only one award made for this requirement. This is a sole source commercialacquisition under the authority of FAR Parts 6.302-1 and 12. The Government believesonly one responsible source can provide the services that will satisfy the Agency'srequirements. This notice of intent is not a Request for Quotation (RFQ) for competitivequotes. Interested organizations may submit their capabilities and qualifications toperform the effort, in writing, to the identified point of contact not later than 3:00p.m. (local time) on 1 April 2010. Statement of capabilities must contain sufficientdetail to review vendors capabilities. Submissions will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the Government. This acquisition is unrestricted. The NAICS Code and Size Standard are 541511 and $25million respectively. The DPAS Rating for this procurement is DO-C9. FOB isdestination. It is anticipated that Solicitation No. NNS10332878Q will be issued toGeneral Atomics on or about 8 April 2010 with their response due NLT 3:00 p.m. 15 April2010. An ombudsman has been appointed.
