CONTACT INFORMATION IS ALSO IN THEBODY OF THIS SOLICITATION*************NASA/MSFC has a requirement for the Hardware Updates and Verification of the LMS SCADASData System.NASA/MSFC intends to purchase this service from LMS North America, Inc. on a sole sourcebasis.Competition is impractical for the following reasons:1. Data acquisition hardware owned by ET40 of Marshall Space Flight Center was built byLMS North America. LMS North America is the only company qualified to provide hardwareupdates and verification of its hardware.2. Hardware updates and verification performed by any other company would compromise thefunctionality of the subject hardware jeopardizing the ability of ET40 to provideproducts to its customers. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Denece A. Norris(DFI) by email, denece.a.norris@nasas.gov or fax(256)544-5028 no later than 4:30 p.m. CST on March 25, 2010. Suchcapabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
