- This solicitation is a 100% Small Business Set Aside, three-year IDIQ for the M239 Smoke Grenade Launcher (NSN: 1055-01-015-0874, PN: 13-12-32) and the M250 Smoke Grenade Launcher (NSN: 1055-00-000-0138, PN: 13-12-122). The anticipated maximum estimated quantity for both items combined over the three-year period is 948. The guaranteed minimum quantity is 208 each of the M239 Smoke Grenade Launcher and 140 each of the M250 Smoke Grenade Launcher. Past performance will be evaluated. FOB is Destination. A First Article Test (FAT) is required at 208 days after contract award with deliveries commencing 171 days after FAT approval. The Government may consider waiving FAT for those contractors that have previously produced these items. The M239 Smoke Grenade Launcher Armament Subsystem contains 1-Push Button NSN: 5930-01-167-4606, P/N: 13-12-37; 1-Discharge Units, LH, NSN: 1040-99-965-8028, P/N: 13-12-34; 1-Discharge Units, RH, NSN: 1040-99-965-8029, P/N: 13-12-35; 1-Cover, LH, NSN: 1040-01-042-3861, P/N: 13-12-39; 1-Cover, RH, NSN: 1040-01-043-7896, P/N: 13-12-38; 2-Box, Accessories Stowage, NSN: 1040-01-208-7116, P/N: 13-12-176. The M250 Smoke Grenade Launcher Armament Subsystem contains 1-Discharge Units, LH, NSN: 1040-99-965-8028, P/N: 13-12-34; 1-Discharge Units, RH, NSN: 1040-99-965-8029, P/N: 13-12-35; 1-Cover, LH, NSN: 1040-01-042-3861, P/N: 13-12-39; 1-Cover, RH, NSN: 1040-01-043-7896, P/N: 13-12-38. Estimated issue date is April 5, 2010. All responsible sources may submit a capability proposal which shall be considered by the agency. This solicitation will be issued electronically in accordance with FAR 4.502 and 5.102; therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: http://contracting.tacom.army.mil/opportunity.htm. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders mailing list. It is therefore incumbent upon any interested parties to periodically access the above internet address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for bid opening/receipt of proposals may render your bid or proposal nonresponsive and result in the rejection of same.
