- 1. This is a combined synopsis/solicitation for commercial items. It is in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and written solicitation will not be issued. The RFQ is posted on the Navy Electronic Commerce Online (NECO) web link at www.neco.navy.mil and is also available for download at http://www.fedbizopps.gov/. The specifications for this effort are stated in the attached document. Failure to respond to this RFQ and associated amendments if applicable prior to the closing date and time established may render an offer non-responsive and result in rejection. 2. The Solicitation Number is: M00264-10-T-0020 3. The solicitation document and incorporated clauses and provisions are those in effect though Federal Acquisition Circular 2005-38 and Defense Federal Acquisition Regulations Supplement (DFARS) through 15 March 2010. 4. DPAS rating is: DO 5. Responses to this notice are due: 29 March 2010. See Attached document. Offerors are also advised that representations and certifications can be completed electronically via the ORCA website at http://orca.bpn.gov.
