- 55 CONS/LGCZ, Offutt AFB, NE intends to award a 2 month sole source purchase order to the Center for Strategic and International Studies (CSIS) under authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other services will satisfy agency requirement. The primary purpose of this task is to manage USSTRATCOM EMS Organizational Study and to lead Command-directed special analysis. As part of fulfilling this JROCM requirement, The Government requests an independent study be done. This study will require unique contractor expertise and access to high level Government personnel. The contractor shall provide analytical support to the USSTRATCOM Cyberspace Capabilities Branch through a project team that includes EW opational and technical subject matter experts and the analytic and administrative expertise needed to inform associated USSTRATCOM/J8 and USJFCOM/J8 deliberation and decision processes. Contractor shall provide technical advice; data gathering, research and storage; supporting analyses; breifing materials; white papers; and such other analytical and technical support services to support focused topic areas and issues of relevance. The nature of this works requires the contractor to convene an optimal group of subject matter experts at the 3-and4-Star level to address organizational alaysis issues. Also require industry leaders, active duty and retired military leaders, current and former policy officials, and scientific organizations and experts, all of whom will be called upon to make crucial contributions to the analysis. CSIS has demonstrated the capability to acquire the assistance from GO/FOs within a day and has unique expertise in conducting organizational analysis for numerous agencies within DoD and across the US Government. If your company can provide the services at full performance starting 29 March 2010 through 31 May 2010, provide a capability package to the Contracting Office by the response date 24 March 2010. This notice is neither a request for a competitive proposal or a solicitation for offerors.
