- PRESOLICITATION - Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and provide all labor, materials, tools, equipment, permits, licenses, supervision, etc. necessary for steam system repairs in buildings #89 and #91, at the New York Harbor Healthcare System, St. Albans Campus, under project number 630A4-09-432, in accordance with the provided drawings and specifications. Work includes, but is not limited to: A- Cut, cap and abandon existing underground steam condensate supply and return lines on basement radiators located in building #89 and #91 as shown on drawing. B- Installation of new above ground steam supply and return lines on all basement radiators. C- Perform asbestos abatement on existing radiator steam supply and return condensate line risers as shown on contract drawing and specification. D- Provide overhead steam unit heaters as shown on contract drawing and specification. E- Patch all open ceilings and walls. Restore ceilings and walls. Finish to match existing. F- All work to conform to contract drawings and specification. G- Contract shall conform to Interim Life Safety Measure and all infection control risk assessment. This construction project is a Total set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The SDVOSB must be a small business under the relevant North American Industrial Classification Standard (NAICS) code and MUST be registered in the following websites: http://www.vip.vetbiz.gov, http://ccr.gov,and http://orca.bpn.gov, prior to bid opening. Bidders MUST ensure their registration at these websites is accurate, complete and current upon submitting their bid. The project cost range (base bid) is between $1,000,000 - $2,000,000. The North American Industry Classification Code (NAICS) for this procurement is 238220; size standard $14.0 M applies. This is a Sealed Bid Procurement. All other details and information shall be contained in the solicitation, posted on www.fedbizopps.gov on or about April 1, 2010. The bid submittal address, date and time will be included in the solicitation. This project requires bonding and all bid submissions must be in hardcopies. No faxed or e-mailed bids will be accepted. Bidders should re-visit the website located at www.fedbizopps.gov periodically to look for updates. All requests for information are required to be submitted in writing to the Contracting Officer. NO hardcopies will be available; NO telephone inquiries will be responded to; and all questions must be in writing and will ONLY be accepted up to seven (7) calendar days prior to bid opening.
