Description
PRESOLICITATION - Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and provide all labor, materials, tools, equipment, permits, licenses, supervision, etc. necessary for Lightning Protection of Building 1, at the VA New York Harbor Healthcare System, Brooklyn Campus, under project number 630A4-09-431, in accordance with the provided drawings and specifications. Work includes, but is not limited to: 1- Providing lightning protection for Building #1 as shown on the contract drawings and specifications. 2- Provide ground loop conductors and ground rods surrounding the entirety of Building #1, according to the construction documents. 3- Install new equal potential loop conductors around Building #1. There will be 3 loops located 60 feet above grade, 120 feet above grade and 180 feet above grade. 4- Work also includes installation of air terminals and aluminum and copper lightning conductors on roof structures and also at each sunshade from floors 12 through 16. 5- Contractor shall interconnect all roof metal mounted metal stacks and stand pipes and all other metal structures with lightning conductors. 6- All lightning protection components shall be inter-connected in order to maintain protection for the entire building. 7- Install ground rods and ground wire trenching through the excavation of concrete, asphalt, and soil as specified in the specifications. Re-grade concrete, asphalt, and soil once underground components are installed. 8- All work shall be in compliance with NFPA 780, NFPA 101, NFPA 99, NEC and OSHA. 9- All work shall be in compliance with contract drawings and specifications and in accordance with the Infection Control Measures and Interim Life Safety Measures throughout the duration of this project. This construction project is a Total set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). The SDVOSB must be a small business under the relevant North American Industrial Classification Standard (NAICS) code and MUST be registered in the following websites: http://www.vip.vetbiz.gov, http://ccr.gov,and http://orca.bpn.gov, prior to bid opening. Bidders MUST ensure their registration at these websites is accurate, complete and current upon submitting their bid. The project cost range (base bid) is between $ 500,000 - $1,000,000. The North American Industry Classification Code (NAICS) for this procurement is 238210; size standard $14.0 M applies. This is a Sealed Bid Procurement. All other details and information shall be contained in the solicitation, posted on www.fedbizopps.gov on or about April 2, 2010. The bid submittal address, date and time will be included in the solicitation. This project requires bonding and all bid submissions must be in hardcopies. No faxed or e-mailed bids will be accepted. Bidders should re-visit the website located at www.fedbizopps.gov periodically to look for updates. All requests for information are required to be submitted in writing to the Contracting Officer. NO hardcopies will be available; NO telephone inquiries will be responded to; and all questions must be in writing and will ONLY be accepted up to seven (7) calendar days prior to bid opening.
