Description
The National Institutes of Health, (NIH) intends to negotiate under the authorilty of Federal Acquisition Regulation (FAR) 13.106-1 (b) single source with Phyllis Donoghue, 2410 Chilham Pl., Potomac, Maryland 20854 for follow-on services to support the NIH Departmental Contract Information System (DCIS). The contractor shall assist the agency with coordinating with the National Institutes/Centers to verify and validate their acquisition data, including dollars and numbers, for the completion of the "Solar Chart" and all of the associated back-up material for FY 2009, and FY2010 data for the various acquisition mechanisms. Reconcile the DCIS frozen files with the new data elements required by the Federal Procurement Data System-Next Generation (FPDS-NG) for the last three fiscal years. Provide detailed knowledge of the DCIS data to query for sample reviews, workload assessments, and special reports required by the Head of Contracting Activity (HCA) and other levels of NIH Management. Structure special frozen files for the last three years that will be saved to CD's for historical records. Assess the data elements required by FPDS-NG to determine if other elements will be needed by the NIH, and therefore should be added to DCIS. Assist the Offices of Acquisition Management and Policy (OAMP) in implementing the upcoming, new FPDS requirements including communication venues and training for the acquisition communities. Assist in reconciling DCIS data with NIH Data Warehouse and nVision/NBS data. Phyllis Donoghue is the only known source to NIH with the expertise required to perform these services. STATEMENT OF WORK Background: The Contract Data Management Program (CDMP) within the NIH Office of Acquisition & Logistics Management (OALM) requires the services of a contractor to support several unique systems and provide extensive data reports that draw from several complex acquisition systems across NIH. A contract with a base year (600 hours) and a one year option (450 hours) is required. The NIH Contractor Performance System (CPS) is a multi-agency shared file database system that efficiently and economically collects, maintains, and disseminates contractor performance information throughout the federal government. All facets of contractor performance are completely automated from the initiation of an evaluation by a government contracting official through the government program official's entering his/her evaluation into the system, to the contractor's retrieval, review and entering rebuttal comments on each evaluation. The past performance information can be entered and retrieved by authorized users anywhere in the world. OALM was innovative in developing and marketing the CPS government-wide emphasizing the benefits of sharing information and reducing costs. The outcome has been an efficient and inexpensive system that ensures a timely and consistent method of collecting and reviewing evaluations of a contractor's performance, past and present. The CPS, however, is being revised and potentially revamped, adding new feeds to Past Performance Information Retrieval System (PPIRS), and including other updates. In addition to the on-going effort of attempting to keep up with the various activities, which involve thousands of customers, and continuing improvements or changes to the two systems, the CDMP has significant responsibilities for developing and managing approaches to use the Departmental Contract Information System (DCIS) for monitoring data, management reporting, and fulfilling special requests. The contractor will support OALM on several reporting initiatives that will be on-going at NIH over the proposed period of performance. In particular, improvement and validation of DCIS and automating DCIS feeds to other systems in a manner that ensures consistency of data between the systems is underway. In addition, the reporting required under the American Recovery Act has significantly increased the number of data calls and request for reports through the CDMP. Consequently, to ensure timeliness of reporting, the contractor will support various report preparation activities within the OALM/CDMP. The Office of Acquisition Management and Policy (OAMP) within the Office of Acquisition and Logistics Management (OALM) require support from a experienced Data Management Program contractor. Specifically, the Contractor shall support the Departmental Contract Information System (DCIS), including the NIH DCIS Module, IMPAC II, and the Contractor Performance System (CPS) and several significant reporting initiatives. Provide assistance to OALM in implementing new FPDS requirements, including communication venues and training for the acquisition communities. Assist in reconciling DCIS data with NIH Data Warehouse and nVision/NBS data. Provide support and guidance in several system initiatives related to the Contractor Performance System. Miscellaneous : The Government will provide the necessary supplies and materials. Period of Performance: Base Year - April 2, 2010 to April 1, 2011. - 600 hours Option Year - April 2, 2011 to April 1, 2012 - 450 hours Project Officer: Will be named at time of award. The North American Industry Classification (NAICS) Code is 541513 and the Size Standard is $25.0M. This notice of intent to negotiate on a sole source basis with Phyllis Donoghue for continuation services and is not a request for competitive proposals. The Government intends to issue a firm-fixed price purchase order utilizing simplified acquisition procedures for the services requested. Interested parties may identify their interest and capabilities in response to this synopsis for consideration. Potential offerors are notified that award will be made on price and other factors, e.g., past performance and quality. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
