Description
The Fort Knox Mission and Installation Contracting Command is conducting market research for the following requirement: Encampment services for the 6th Brigade Junior Cadet Leadership Course (JCLC) to be held in Fort Myers, Fl. The period of performance is 14-17 June 2010. Services shall consist of meals, campsite facilities to include showers, medical health, pool, rifle, wall climbing, rappel tower, outdoor auditorium, dining facility, professional personnel to include: medics, lifeguards and aquatics trainers, wall climbing and rappelling instructors, cooks, and kitchen staff and a lake or body of water for Daily services include, but are not limited to, on-site breakfast, lunch and dinner meals, on-site overnight camping with cots and mosquito nets, shower facilities with sanitation and maintenance, swimming pool with lifeguards, medical facility with on-site medical personnel, rifle range, and a lake with canoes and rowboats. The daily average number of participants requiring services is 260 cadets (128 female and 132 males) and 30 cadre. The appropriate NAICS code is 624110 with a size standard of $7,000,000.00. Payment will be made using Wide Area Workflow (WAWF). The following is the governments minimum requirements: 1) Dining Facility with tables and chairs for 88 cadets and 30 cadre. 2) Dinner meal (three groups of 118 attendees) every 30 minutes. Meal times 14-16 Jun- 5-6pm 3) Breakfast meal (three groups of 118 attendees) every 30 minutes. Meal times 14 Jun- 9-10am, 15-17 Jun- 6:30-7:30am 4) Lunch meals (three groups of 118 attendees) every 30 minutes. Meal times 14-17 Jun- 11:30-12:30 5) Campsite with two person tents, cots, and mosquito nets, capable of sleeping 310 participants. 6) Shower facilities, porta-potties for males and females. 7) Lake or body of water suitable for canoe training with at least 14 canoes, 28 paddles, and 28 lifejackets. 8) Confidence course with rappel tower and wall climbing. 9) Swimming pool suitable to conduct drown proofing. 10) Training facilities for marksmanship and survival training. 11) 24 hour first-aid facility. 12) 24 hour operations facility. 13) Professional personnel consisting of: two medics, 2 lifeguard, 3 certified wall climbing instructors/facilitators, and a kitchen staff capable of providing and serving up to 1062 meals daily. 14) The contractor's facility shall comply with applicable fire and safety codes and regulations. This synopsis is not a request for proposal. It is a market research tool being used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought synopsis. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. Contractors interested in providing these services should submit their statement of interest to James Hurt no later than 2:00 p.m., Fort Knox local time, 23 March 2010. A statement indicating the offerors proposed facility meets, or will meet by contract start, all the requirements listed above. 4. A synopsis of the contractor's capabilities 5. Company size: small or large, HUBZone, 8(a), SDB, Woman-owned, Service disabled veteran-owned. 6. A statement indicating whether the effort will be self-performed or subcontracted. Specify which services, if any, will be subcontracted.
