Description
A MARKET SURVEY is being conducted to determine if there are adequate Small Business, HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed project: A MARKET SURVEY is being conducted to determine if there are adequate contractors for this proposed Design-Build project which meet the specific criteria for a competitive set-aside award. Small Project Description: Project will provide for the renovation of an existing Army Reserve Training Building (approximately 46,772 SF). The training building will provide administrative, educational, assembly, library, learning center, vault, weapons simulator, and physical fitness areas for fifteen Army Reserve Units. The project will also provide adequate parking space for all military and privately-owned vehicles. Physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Is it Design Build or Construction Only? This solicitation is a design-bid-build that will be complete in March 2012. Cost Breakdown: The Construction Contract Cost Limit (CCCL) for the Base Bid is between $10,000,000-$15,000,000. (NOTE: This CCCL does not include options, real estate, USACE supervision and administration fees. USACE Design during Construction Fees) Sentence describing projects considered similar to this project are...... Past Experience Provide descriptions your firms experience on projects with greater than 90% construction complete or those projects completed within the last five years which are similar to this project in size, scope, and dollar value. Projects considered similar in scope to this project include new construction or renovation of: national guard armories, army reserve centers, armed forces training centers, office complexes, education facilities, vehicle maintenance shops, and multi-story/multi purpose complexes. Projects similar in size will include new construction or renovation of projects with a single building or multiple buildings with a combined total of 40,000SF. Construction of pre-engineered buildings must account for greater than 70% of the projects combined SF. Projects of similar dollar value will be new construction or renovation projects with an original contract amount in excess of $10M. With each project experience provided, include current percentage of construction complete and the date when it was or will be completed. For each project submitted include the original contract amount, modification costs, and size of the project (stories, SF, etc&), any mentor protg relationships, the portion and percentage of work that was self performed, whether the project was design/build or not, and a description of how the experience relates to the proposed project. All interested contractors should notify this office in writing by mail by April 07 2010, 2:00 PM Louisville local time. Responses should include: (1) Identification of the company as a Small Business and if applicable, the type of SBA program(s) (HubZone, 8(a), Small Disadvantaged Veteran-Owned Business, etc.) as appropriate. (2) past experience should describe completed renovation of an existing Army Reserve Training Building scope to the proposed project, the percentage of self-performed work, how that was accomplished, demonstrate the ability to complete a project in one construction season without prolonged impact to airfield operations and the performance rating for the work. Similar projects are expected to consist of least 30,000 SF (3) capability of obtaining performance and payment bonds for the project in the dollar range listed above, (4) a statement verifying the contractor will self-perform 20% of the work and how it will be accomplished. NOTE: If qualified/certified Small Businesses do not respond, this planned contract action will be converted to a full and open competition.
