Description
Combined Solicitation via Microsoft Word This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information include in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The Request for Quote Number/Reference Number is: OM-CNCS-10-BL0316. This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular 2005-38 (Correction) effective December 10, 2009. The solicitation incorporates by reference the following clauses and provisions: Federal Acquisition Regulation (FAR) 52.204-7; 52.212-1; 52.212-4; 52.223-6; 52.232-17; 52.232-25; 52.233-1; 52.233-3; 52.239-1; 52.243-1; 52.249-4; and 52.249-8. The solicitation incorporates in full text the following clauses and provisions: 52.212-2; 52.212-3 52.252-2; 52.217-8; 52.217-9; 52.232-18; 52.232-19; 52.212-5; (The following clauses listed in 52.212-5(b) and (c) are included by reference: 52.219-6; 52.222-3; 52.222-21; 52.222-26; 52.222-36; 52.225-3; 52.232-34; and 52.222-41 **OFFERORS MUST SUBMIT A COMPLETED COPY OF THE PROVISION AT FAR 52.212-3 WITH THE QUOTATION OR MUST HAVE AN ACTIVE ONLINE REPRESENTATIONS AND CERTIFICATIONS APPLICATION (ORCA) RECORD.** The Corporation for National & Community Service intends to solicit and award a single Firm-Fixed-Price, purchase order pursuant to Federal Acquisition Regulation (FAR) Part 12. This is a full and open (Unrestricted) set-aside. The North American Industrial Classification System (NAICS) code for this requirement is 561431. Evaluation for award shall be Lowest-Cost, Technically Acceptable. The Government reserves the right to award the contract based on initial offers received, without discussions or negotiations of such offers. Therefore, it is important that each offer fully address the requirements stated in this combined solicitation This combined solicitation will close on Monday, April 5, 2010 11:00am Eastern Time. This Requirement is for: (CLIN STRUCTURE) CLIN 0001 - 6" x 9" Postcard Mailing to Vista Alumni (First mailing has a photograph with a group of children on the front-side) (See Statement of Work) Quantity: 170,000 Unit of Issue: Each Unit Price: $_________________ Total Price: $___________________ (Not-to-Exceed) (Pricing shall be inclusive of postage (bulk-mail)) CLIN 0002 - 6" x 9" Postcard Mailing to Vista Alumni (Second mailing has a photograph of a man talking to a woman on a porch on the front-side) (See Statement of Work) Quantity: 170,000 Unit of Issue: Each Unit Price: $_________________ Total Price: $___________________ (Not-to-Exceed) (Pricing shall be inclusive of postage (bulk-mail)) Period of Performance: From Date of Award to April 30, 2010 Instructions, Conditions, and Notices to Offerors CONTENT AND FORMAT OF SUBMISSION (1) A quotation submitted in response to this solicitation must be submitted electronically and be comprised of the following Sections: Section 1: Corporate Overview 1. Company's Professional History in relation to Statement of Work 2. Company's Facilities and Staff in relation to Statement of Work Section 2: Mailing Service Qualifications (All below items must be in relation to Statement of Work) 1. Company's Professional Mailing Service Qualifications 2. Mail Processing Procedures (Procedures and methods as prescribed within the Statement of Work) 3. Company's Overall Technical Capabilities Section 3: Past Performance/References 1. Past Performance/References shall be similar in scope, size, and dollar value of this RFQ. Past Performance/References must be submitted for current work being performed or work that has been done within the past two years. Section 4. Pricing Quotation Pricing shall mirror the above CLIN Structure REQUIRED SUBMITTAL ITEMS THAT MUST ACCOMPANY QUOTATION Offeror shall complete Quotation in accordance with the above format (Content and Format of Quotation Submission), Quotation Cover page at Attachment 1 in its entirety, and submit Current ORCA Record or FAR 52.212-3 (Offeror Representations and Certifications -Commercial Items) in its entirety, and submit with quotation. **Offerors that do not submit all required documents or submit documents in incorrect format shall be deemed non-responsive and will not receive consideration for award. ELECTRONIC SUBMISSIONS ALL OFFERORS MUST BE SUBMITTED ELECTRONICALLY U.S. Postal Service, Over Night Carrier or Fax submissions shall not be an acceptable form of submittal. All required information shall be sent in one email. Place the RFQ number within the subject line of your submittal. Electronically submitted proposals shall be sent to the following email address: blorthridge@cns.gov Brandon Lorthridge, Contracting Officer **It is the contractor's/offeror's responsibility to ensure that electronically submitted quotations are received by the Government by the due date.** (1) Any data previously submitted in response to another solicitation will be assumed unavailable to the Contracting Officer; and this data must not be incorporated into the technical offer by reference. (2) Clarity and completeness of the offer are of the utmost importance. The offer must be written in a practical, clear and concise manner. It must use quantitative terms whenever possible and must avoid qualitative adjectives to the maximum extent possible. (3) Offers must be legible, double-spaced (personnel resumes may be single spaced), typewritten (on one side only), in a type size not smaller than 10 point pitch with a one-inch margin on all sides, on paper not larger than eight and a half by eleven inches and not exceeding the page limits established in this solicitation. Pages in excess of the individual limitations shall not be read, and the offer shall be evaluated as if the excess pages did not exist. The Contractor shall verify receipt of all electronic documents. ELECTRONIC QUOTATION SUBMISSION VIA EMAIL SHALL BE THE ONLY ACCEPTABLE MEANS OF SUBMITTING A QUOTATION. STATEMENT OF WORK Mailing of VISTA Alumni Outreach Postcards A. Background AmeriCorps VISTA (Volunteers in Service to America) is an anti-poverty national service program, managed by the Corporation for National and Community Service, a federal agency that provides opportunities for Americans of all ages and backgrounds to serve their communities and country. VISTA engages full-time volunteers to build community capacity to address poverty-related issues. VISTA was established in 1965 and will be celebrating its 45 th anniversary in 2010. Currently there are over 170,000 VISTA alumni. B. Scope of Work This is a project to mail a series of two 6x9 postcards to VISTA alumni. There are 340,000 units total consisting of two separate mailings of 170,000 each. The first mailing has a photograph with a group of children on the frontside and the second mailing has a photograph of a man talking to a woman on a porch on the frontside. The 340,000 postcards are government furnished property. The intended outcome of the contract shall include the following: •1. The contractor will meet (phone or in person) with the Contracting Officer Representative (COTR) and other VISTA staff to discuss deliverables and timeframe. •2. VISTA staff will provide the contractor with an Excel spreadsheet with the mailing addresses. Once received, the contractor will notify VISTA if any alterations need to be made to the format of mailing address data in the Excel spreadsheet. •3. The contractor will be available to communicate directly with the printer in order to insure a seamless process from print to mailing. •4. The mailing should be sent via standard mail presorted (bulk mail). •5. Once postcards are received by contractor, they should be stored in a dry, covered area until they are ready to be mailed. Any costs associated with replacing postcards that are damaged while in the contractor's possession will be paid for by the contractor. •6. The contractor will print (Ink Jet) the mailing addresses directly onto the postcards. (The return address will already be printed on the postcards when received by contractor.) •7. The contractor will include NCOA Services. •8. The contractor will bundle, sort, and tray postcards and deliver them to the U.S. Post Office. •9. The first mailing of 170,000 postcards should occur within 2 days of the postcards being received by contractor. •10. 10 business days after the first mailing, the second mailing of 170,000 postcards will be completed by contractor. C. Materials and access supplied to contractor for use in this project VISTA will provide the contractor with a sample of the postcard prior to printing to ensure that all specifications meet USPS requirements. D. Deliverables and time frame: Work on this task will likely begin in late March 2010. Both mailings are to be completed by the end of April 2010.
