- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO EXECUTIVE INFORMATION SYSTEMS, LLC UNDER GSA CONTRACT GS-35F-0170K/ED-OIG-09-O-0070. In September 2008, the U.S. Department of Education, Office of the Secretary, Risk Management Services (RMS) awarded a contract to Executive Information Systems, LLC for the procurement of SAS business intelligence and statistical analysis software tools and support services to assist RMS in determining potential risk with the ED grantee and grant portfolio as part of the ERM analysis activities. SAS services have assisted the RMS and the OIG in creating and implementing a robust system to enhance monitoring by allowing data-driven decisions and creating complex applications using the aforementioned statistical analysis software tools. The RMS system, the Decision Support System (DSS), analyzes important financial management information, including audit findings, excessive drawdown reports, financial health indicators, and internal controls compliance. In formulating risk reports, this data derives from existing data sources as input (Grants Application Processing System (GAPS), Federal Audit Clearinghouse, Audit Accountability and Resolution Tracking System, EDFacts, and proprietary data acquired from Dun & Bradstreet). The DSS resides on the OIG Data Analytics System (ODAS), an intelligent data warehouse that provides proactive data mining capabilities and identifies internal control issues within ED and Federal Student Aid (FSA) systems. ODAS is housed in the OIG's Information Technology Audits and Computer Crime Investigations (ITACCI) lab and is connected to an independent network separate of ED's operating environment. Further work on the DSS requires the usage of the SAS AppDev Studio's advanced development environment which leverages a tightly coupled connection to the SAS ODAS backend infrastructure and the JBoss application server, which is where the SAS Portal resides. The Department expects to obtain this software by issuing a firm fixed price Delivery Order under GSA Contract GS-35F-0170K/ED-OIG-09-O-0070 with Executive Information Systems, LLC.
