- The U.S. Army Corps of Engineers intends to negotiate and award, on a sole source basis, a modification to extend the performance period on contract W912ER-04-D-0003, Task Order 0015, with Contrack International, Inc., McLean, Virginia. This action is pursuant to 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. This action is required to extend operation and maintenance services for the Afghanistan National Army facilities located throughout the country of Afghanistan for three months, with a potential three-month additional extension. These services are currently being advertised as full and open competitive solicitations but award of new O&M contracts will not be in place before the current contract period of performance expires on 15 April 2010. Award to any source other than Contrack International, Inc. would result in unacceptable delays and substantial cost that are considered to be well beyond any cost savings that might be achieved through competition. This notice of intent is being issued for information purposes only and it is not a request for proposals. Solicitation document are not available. Responses to this notice must be in writing and must be received within fifteen (15) days from publication of this synopsis. No telephone inquiries will be accepted.
