- NOTICE: ALL TECHNICAL QUESTIONS CONCERNING THIS RFQ SHOULD BE DIRECTED TO MR. MIKE NOWAK AT 412-386-6020, email Michael.Nowak@netl.doe.gov. It is the National Energy Technical Laboratory?s (NETL) intent to award a purchase order on a sole source basis to Elsevier Inc, New York, NY to provide the subscription to the Subscriber?s ScienceDirect Journal Collection for the period 01-Apr-2010 to 31-Mar-2011.This is not a formal solicitation. This synopsis is not considered a request for quotation or proposal. No solicitation document is available and telephone requests will not be honored. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Challenges must demonstrate the capability to provide all of the above listed specifications for the item(s) being requested (software licenses and accompany support service). If no challenges to acquire this (these) item(s) are received by 5:30 PM ET on March 29, 2010, the government reserves the right to execute an award without publishing a solicitation. A determination by the government not to compete this proposed award based on this notice is solely within the discretion of the government. Detailed capabilities must be submitted to robert.mohn@netl.doe.gov no later than the time and date noted above.
