Description
The U.S. Army, Army Contracting Command, Joint Munitions and LethalityContracting Center, Picatinny Arsenal, NJ on behalf of the U.S. Army ArmamentResearch Development and Engineering Centeris currently seeking to identifypotential sources for production of densified basic magnesium carbonate (DBMC)for use in military smoke/obscurant applications, such as M18/M83 smokegrenades and M8 smoke pot. Densified, basic type of magnesium carbonate is critical to the current smoke mix production equipment and item performance. The physical and chemical requirements of DBMC is provided in the military specification MIL-DTL-11361E (appendixed as Table 1 Chemical and physical requirements). Respondents must meet the following criteria: 1. Facilities must currently be capable of directly manufacturing DBMC from commercially available starting materials. Skilled chemists and process chemists/chemical engineers must be available within the facilities.2. Respondents must have a lab or pilot facility to manufacture DBMC in lab and pilot scale quantities to validate the process and product specification prior to production. 3. Respondents must be prepared to have the process/production capabilities/infrastructure to manufacture DBMC on a production scale of 45,000 lbs minimum annually.4. DBMC must meet the chemical, physical and thermal characteristics specified in MIL-DTL-11361E. 5. At a minimum, the Certificate of Analysis must summarize testing results and methods/protocols used for determination. 6. The respondents must be able to scale-up and validate the described product to 30-50 lbs minimum quantities within 6 months after contract award. Interested companies that believe they have capability to manufacture the quantities of DBMC specified above shall provide the U.S. Army a summary of the company information on the facilities and brief process (reactor, associated equipment, etc.), personnel, past/similar production experience, and environmental compliance as it relates to the product. A follow-up detailed questionnaire may be provided to survey respondents and on-site visits may be performed as a result of further analysis. Also, interested firms should provide the manufacturers name, address, point-of-contact with telephone number and e-mail address, size of business (small/large) and country where the lab/pilot/production facility is located. This market survey is for information and planning purposes only, and does notconstitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The Government is not obligated to notify respondents of the results of this survey.
