Description
This is a market survey for replacement of the Auxiliary Power Unit (APU) on FAA Challenger aircraft 604-5588, N88. The Federal Aviation Administration (FAA), Aircraft Maintenance and EngineeringGroup (AMEG), has a requirement to replace the Honeywell (APU) model 36-100[E] on the subject aircraft with an improved and more reliable Honeywell APU model 36-150[CL]. For survey information purposes the aircraft will be made available for the APU replacement at a mutually agreed date within the months of June 2010 through September 2010 and is contemplated to be Firm Fixed Price with Time and Material/Labor hour elements for unscheduled Over and Above work required to return the aircraft to airworthy status. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is 336411, Aircraft Manufacturing, with a size standard of 1500 employees. Any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Vendor participation in any informational session is not a promise of future business with the FAA. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In addition, interested firms must provide documentation that they meet certain technical qualifications identified in the attached Draft Statement of Work. Respondents are encouraged to review the statement of work and provide comments. All responses to this market survey must be received by Friday, April 2nd, 2010, 5:00 PM CST.
