Description
The Research Development Engineering Command Acquisition Center (RDECOM-AC), Edgewood Division intends to solicit a Blanket Purchase Agreement (BPA) on a Sole Source Basis from Onguard Industries, LLC, 1850 Clark Road, Havre de Grace, MD 21078-4000. Solicitation shall be as a Total Small Business Set-Aside. This requirement is for chemical resistant boots, with steel safety toes, designed for wear over stockings and/or totally encapsulating chemical protective suits as detailed in Chemical Materials Agency (CMA) Performance Specification for Toxicological Agent Protective Boots. The boots are intended for use as components of the following protective outfits: Demilitarization Protective Ensemble, Occupational Safety and Health Administration (OSHA)/Environmental Protection Agency (EPA) Levels A, B, C, and D at CMA and RDECOM facilities. The Boots shall meet MIL-STD-282 'Filter Units, Protective Clothing, Gas-Mask Components and Related Products: Performance Test Methods' and MIL-STD-1916 'DOD Preferred Methods for Acceptance of Product, Department of Defense Test Method Standard.' The components to be used in assembly of the boots shall be made from a compound that resists exposure to decontaminating solutions and meet the chemical agent resistance and material requirements detailed in the referenced specification. Extensive testing is required to meet the performance parameters specified in the CMA Specification, to include: - Tensile strength and ultimate elongation tests; - Abrasive index test; - Flexibility; - Slippage; - Leakage; - Toxicological agent resistance; - Mustard vapor penetration; - Nerve agent vapor penetration; - Decontminating solution resistance; and - Low temperature deterioration
