Description
Service Contract Act Wage Determination FAR 52.212-5 Maps Statement of Work Pricing Schedule RECOVERY – Perform Cultural Resources survey on approximately 1865 acres in Habersham, Rabun, and Stephens Counties, Georgia. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number AG-4419-S-10-0597 (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. (IV) This solicitation is being issued as a total small business Set-Aside. The associated NAICS code is 541690, Other Scientific and Technical Consulting Services The small business size standard is $7 million. (V) This combined solicitation/synopsis is for purchase of the following commercial item/services: Identify, record and evaluate historic, ethnohistoric and prehistoric properties (Cultural Resources) that could be affected by proposed managment activities on National Forest lands in Georgia. Tasks include, but are not limited to, archeological survey, evaluation, artifact analysis, collections management, cultural resource recording, prehistoric and historic synthesis, report preparation, global positioning system (GPS) and geographical information systems (GIS) mapping, digital image processing, scanning, digitizing, locating, and marking archeological sites located on national forest lands in Georgia. (VI) Detailed description of requirements is included in attached statement of work. No prebid meeting is scheduled. (VII) Date(s) and place(s) of delivery and acceptance: Performance time for this project is 220 calendar days from effective date of Notice to Proceed with Work. A breakdown of the required activities and timeframes for each is included in the attached statement of work. The location for the work is the Chattooga River Ranger District in Habersham, Rabun, and Stephens Counties, Georgia. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (June 2008), applies to this acquisition. In addition to written price quotes, offerors are instructed to submit documentation required for evaluation of firm in accordance with the evaluation criteria listed below. Detailed information is included in Section M of the Statement of Work attached. (IX) Offers will be evaluated on (1) Prior Experience of the firm in North Georgia and familiarity with upland survey strategies, (2) Experience and education of Principal Investigator and Field Investigator and Key Personnel, (3) Firm’s Resources, both physical and personnel, to conduct and complete project within the contact timeframe, and (4) the Price quoted. For this solicitation, the total rating for technical capability is equal in importance to price. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (June 2009), with its quote or complete the Representations and Certifications on line at HTTP://ORCA.BPN.GOV. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Mar 2009), applies to this acquisition (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (June 2009) applies to this acquisition. The following clauses under subparagraph (b) apply: 3, 4, 8i, 19, 21, 20, 22, 23, 24, 25, 26, and 38. The following clauses under subparagraph (c) apply: 1 and 4 This solicitation is issued under the American Recovery and Reinvestment Act and all requirements of the Act apply including the requirement to register and report online at www.federalreporting.gov. The appropriate clauses are included under subparagraph (b) above. (XIII) The following clauses are also applicable to this acquisition: None (XIV) Defense Priorities and Allocations System (DPAS) and assigned rating does not apply. (XV) Quotes are required to be received in the contracting office no later than 4:00 PM Eastern Daylight Time on April 9, 2010.
