- Description: NASA/GRC has a requirement for a commercial item.Film Adhesive for the Manufacture and Processing of Large Composite Sandwich Structures. Manufacture and process large epoxy/carbon fiber sandwich structures. IM7/977-3 andT40-800B/5320-1 prepreg material have been purchased as the skin material. Thesespecifications itemize the requirements and features of the film adhesive material thatis required based upon the down selected prepreg system. 1.The vendor shall provide 1500 sq ft each of an epoxy based film adhesive forfabrication of IM7/977-3/Aluminum Honeycomb sandwich panels. The weight of the film adhesive shall be 0.08 psfThe film adhesive must be properly cured at 350 degrees FThe film adhesive shall be formulated and proven to efficiently co-cure withIM7/977-3 prepreg. FM300M and FM309M have a history of proven compatibility with IM7/977-3 (comparison toexisting data is very important).The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon March 19, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note 'B'. FAR 52.212-4 (MAR 2009), Contract Terms and Conditions-Commercial Items is applicable.
