Description
This effort is for the manufacture and installation of Infrared Suppressor Systems (IRSS) assemblies and production kits (shipsets) of the redesigned Special Operations Forces (SOF) IRSS system on AC‑130 aircraft resulting from the engineering design and prototype development Tubs/Rails Improvement Program (TRIP). "Kit" refers to the entire IRSS; including rails, fasteners and all other hardware required for installation. A kit consists of four (4) IRSS assemblies (also referred to as "Tubs"), one (1) per engine and rails, fasteners and all other hardware required for installation, not just the physical Infrared (IR) shield surrounding the aircraft's engine nacelle. This effort will include: Engineering Services, Technical Data Package development, manufacturing, kitting, warehousing, installation, travel, training, and tooling and fixtures. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Total requirement (basic and option) is one-hundred-eight (108) each of the individual Tubs broken down as twenty-seven (27) shipsets/kits. Basic requirement is for seventeen (17) shipsets/kits, Engineering Services, Technical Data Package development, manufacturing, kitting, warehousing, installation, travel, training and tooling and fixtures. Option is for ten (10) shipsets/kits, installation, travel, and Data. Delivery and installation of the initial shipsets/kits will be 9 months after receipt of contract. Manufacture, delivery and installation of the total basic requirement will be not later than 31 December 2011. Performance will take place at Hurlburt Field, Florida and Cannon AFB, New Mexico. There are no complete engineer drawings available to compete this action. The proposed contract action is intended as a sole source procurement to S&K Technologies, Inc, 309 Osigian Blvd, Warner Robins, GA 31088-8953, (CAGE: 1XU11). All responsible sources may submit a quote which shall be considered by the Agency. Government or Commercial Surplus is NOT acceptable. Only newly manufactured materials will be considered. Solicitation will be uploaded to FBO. Request for written proposal in response to written solicitation. ESTIMATED Request for Proposal release date: April 2, 2010. ESTIMATED response date: May 3, 2010. ESTIMATED award date: July 12, 2010. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
