DESCRIPTION: The National Science Board (NSB) Annual Award Ceremony and Dinner is a formal, black-tie affair that is attended by approximately 250 invited guests/individuals (to include renown scientists and educators, congressional members, senior government and National Science Foundation officials, Board members, and university presidents) attend this formal, black-tie dinner to be held on Tuesday May 4, 2010 at the U.S. State Department Reception Room. The evening consists of a reception, sit-down dinner, and awards ceremony and is approximately 3.5 hours long. SCOPE OF WORK: Contractual support is needed to plan, organize, coordinate and execute the beverage and meal service for the National Science Board Annual Awards reception and dinner event. The evening consists of a formal reception, sit-down dinner, and awards ceremony and is approximately 3.5 hours long. The contractor will handle all aspects of catering the National Science Board Awards Reception and Dinner, to include the following: • Food and beverages, and catering service (reception and dinner) for 250 people • Beverages to include domestic red and white wines (reception is white wine only), sparkling water, soft drinks, ice and set-ups (lemons and limes) for the reception and dinner. • 45 minute reception with three to four hors d'oeuvres per person, sparkling water and domestic white wine passed. • A formal, sit-down dinner to include three courses: pre-plated first course, two entrées, dessert, and appropriate domestic red or white wines, and gourmet coffee and tea service. • Centerpiece arrangements at each table. • Boutonnières for each laureate (3 to 4 laureates) • Appropriate and adequate service personnel, e.g., floor captains, waiters, bartenders, coat check, chefs, and supervisors, to ensure efficient and prompt service • Clean up after the event, returning facility to pre-event, original status • Set-up and provide all necessary equipment for the reception, dinner and awards ceremony, to include drop tables, cabaret tables, chairs, china, table accessories, serving and bar equipment, flatware, glassware, linens, table numbers, and floral arrangements for dinner tables; skirted 4'x6' table next to podium to place awards and framed citations. • Date for submitting final person count to caterer • A menu tasting prior to or after final selection. Caterers will be contacted to set a time and place. • A Walk-through of event facility with NSB and the U.S. Department of State's Office of General Services Management no later than April 19, 2010. U.S. Department of State Approved Caterers: The U.S. Department of State has an approved list of caterers who are authorized to provide catering services within the State Department building. Only caterers from this list can bid on this service contract. SUBMISSION OF PROPOSAL: All proposals are due no later than 4:00 p.m., local Washington, D.C. time, March 26, 2010. Proposals are to be emailed to Jannele Gosey at jgosey@nsf.gov. If you have questions regarding this requirement, please submit your inquiries, via email, to Jannele Gosey at jgosey@nsf.gov, no later than 4:00 p.m., local Washington DC time, on March 23, 2010. Each Proposal must: • Include a plan for executing this task order • Provide at least 2 suggested menus, to include pre-plated first course, double entrées, dessert, and appropriate domestic red or white wines, and gourmet coffee and tea service • Provide a cost per person (250) for each dinner menu and reception, and a total cost for catering the entire event, i.e. reception, sit-down dinner, equipment, personnel, etc. • Each proposal should provide suggestions for hors d'oeuvres to be served during the reception • Provide the number and types of personnel who will staff this event • Provide an itemized cost of all necessary equipment, e.g., drop tables, cabaret tables, chairs, china, table accessories, serving and bar equipment, flatware, glassware, linens, table numbers, and floral arrangements for dinner tables; skirted 4'x6' table next to podium to place awards and framed citations • Provide a date for submitting final person count • Identify a primary key point of contact who will serve as liaison for any issues, concerns or last minute changes or modifications that may arise SELECTION CRITERIA: NSF will make the source selection based on Best Value. Award will be made to the responsible offeror whose quotation provides the greatest value to the Government, which will be based on a combination of price and technical merit. PLACE OF PERFORMANCE: U.S. Department of State Diplomatic Reception Rooms, Ben Franklin Room, 2201 22nd and C Streets, NW, Washington, DC. PERIOD OF PERFORMANCE: Reception, sit-down dinner, and awards ceremony will be held on Tuesday, May 4, 2010, 6:30 p.m. - 10:00 p.m. Work on this task order can begin upon award and will end on May 6, 2010
