- This is combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 1498416 and solicitation is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. Delivery and acceptance will be at Bethesda, Maryland. Delivery is 12 weeks. The National Institute of Mental Health (NIMH) has a requirement for a Fast-16 mk II Electrochemical Neurotransmitters Measurement System. The system has the following requirements: 1) 4 Expandable to 8-channel, 2) 16-bit 1.2 GHz A/D Board with custom interface, 3) FAST-16 (Windows XP-based) Software, 4) Fast-16 Low Noise Headstage, 5) Recording Kit, 6) mk-II Rat Hat, 7) Commutator for Freely Moving Recordings, and 8) On-site Training and Installation includes 1 year Software Support. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provisions at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria: (1) Ability to meet technical specifications and (2) Ability to deliver on time and within specification. Offers will also be evaluated on best value in relation to price. Offerors must include a completed copy of this provisions at 52.212-3, Offeror Representations and Certifications Commercial Item, with its offer. Clause at 52.212-4, Contract Terms and Conditions Commercial Item, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, applies to this acquisition. The quotations are due March 29, 2010 3:00PM EST and will be submitted hard copy or electronically to Jasmine Snoddy, Contract Specialist, 31 Center Drive, Room 1B59, Bethesda, Maryland 20892.
